Mitigation Plan Modification items include: 1) Updating the conservation easement acreage, 2) Adjusting Site credits based on as -built site conditions, and 3) relocating a groundwater gauge from the Site to a reference wetland. Mitigation Plan Modification Items: 1. Based on the approved Mitigation Plan, dated July 11, 2022, the Site was to provide 108.401 Wetland Mitigation Units (WMUs). Upon review of the as -built survey an oversight was observed regarding the conservation easement and wetland re-establishment boundaries. An old GIS version of the conservation easement boundary was used in the final approved mitigation plan rather than the surveyed conservation easement boundary from the map of record. As a result, the error carried over from the conservation easement boundary to the wetland re-establishment boundary where it abuts the conservation easement. Below is a summary table of the areas and differences noted. Feature Approved Mit. In addition, based on fill material quantities needed to fill ditches and site conditions during construction, adjustments to the wetland creation areas were required. This adjustment affected both wetland creation and re-establishment areas and requires a revision to the Site's asset table. 2A. Downward adjustment of Wetland Creation Credits: The approved Mitigation Plan included two wetland creation areas (Area 1 and Area 2) to be used for harvesting fill material to fill in the existing ditches. During construction it was observed the fill material from Area 2 had a higher clay content than Area 1. As a result, Area 2 was used as the primary source for fill material. The overall shape of Area 2 was slightly different than what was shown in the approved mitigation plan, and Area 1's overall acreage decreased significantly. Upward adiustment of Wetland Re-establishment credits: The approved Mitigation Plan included two wetland restoration areas (Area 1 and Area 2). After construction was complete and the wetland creation areas were adjusted, field observations coupled with soils analysis provided in the mitigation plan identified potential to expand the wetland re-establishment boundary along the northern boundary of Area 1. Also, during the as -built field review it was noted the area between the conservation easement and wetland reestablishment boundary of Area 2 along Silver Springs Road has potential to support wetland hydrology based on the surface roughening implemented during construction. As a result, the wetland re-establishment boundary is proposed to extend to the conservation easement. Below is a summary of the approved mitigation plan wetland reestablishment assets versus the proposed modification to the wetland reestablishment assets. Wetland Re- establishment ID Approved Mit. Update to Site Credits: Based on items 2A and 2B Site crediting is proposed to be adjusted upward by 0.786 WMUs. This adjustment includes a downward adjustment of wetland creation credits by 0.626 WMUs, and an upward adjustment of wetland reestablishment credits by 1.412 WMUs. Below is a summary of the adjustments from the approved mitigation plan to the proposed as -built. Wetland Restoration Level Approved Mit. Lastly, as a result of the reduction to wetland creation area 1 groundwater gauge 57 is now located in an upland. RS proposes to relocate this gauge to Merchants Mill State Park to be used as a reference groundwater gauge. The specific location proposed is the same as the reference gauge location for the Hofler Mitigation Site which is within an area of the Bladen soil series with no ditches and has not been timbered in at least the last 40 years. Mitigation Plan Modification Requests: RS requests the IRT to consider modifying the approved Mitigation Plan with the following: 1. Modify the conservation easement acreage from 125.73 to 125.74, which is the acreage in the surveyed map of record. 2. Increase potential Site credits by a total of 0.786 WMUs with regards to the proposed adjustments to the wetland creation and re-establishment assets. 3. Relocate groundwater gauge 57 from the upland area to a reference wetland in Merchants Millpond State Park.
