July 25, 2023? This would be the same as if this response were submitted to an official request for
additional information. Otherwise I’ll likely need to send a request for additional information tomorrow

Attached please find revision #4 plans for Springdale driving range project addressing prior
comments. Also included is a report of the findings for historical impacts. We believe to the best of our
knowledge and resources available to us that the pipe on the golf course predates the clean water act of
1972. From the deeds attached in the report the course was constructed in 1966 by Mt. Pisgah Country
Club and then later sold to Royal Oaks in 1968. Part of this sale included numerous pieces of equipment
and “various sizes and lengths of culvert metal pipe, and various sizes and lengths of plastic water
pipe.” There do exists maps dating back to the course established timeframe; however, we found no
maps providing conclusive images clear enough to identify culvert impacts. Haywood County Soil &
Water also was also a source for us for map images. If need be I can provide you maps as part of our
study. Please let me know if you require anything additional. Thank you for your time in consideration
of this project.
