Hi Preston,
I went out to the site yesterday to verify the delineation. The consultant did not take any points below the fill material,
as I had requested. However, I was able to get below it and there were relict hydric soils, indicative of a wetland just
beyond the bermed area. The landowner was out there and I told him that if the orange construction fence was moved
to the bottom of the berm and that was considered the wetland line, I would be ok with that. Your site plan does not
show any impacts in this area, so I feel we can move forward on the Corps’ end.
Thank you for shifting the design to avoid the wetland and the upper section of channel.

Subject: DWR 20221738: Springdale Golf Course Driving Range Expansion ‐ Additional Information Request
On December 7, 2022, the Division of Water Resources (Division) received your application requesting a 401 Water
Quality Certification from the Division for the subject project. The required fee was received on December 9, 2022. The
Division has determined that your application is incomplete and cannot be processed. The application is on‐hold until
all of the following information is received:

1. Please provide more details regarding avoidance and minimization of stream impacts for this project. [15A
NCAC 02H .0506(b)(1)]
This Office believes that the proposed parking lot, road, and range tee can be moved or reconfigured to
avoid proposed impacts to the UT to East Fork Pigeon River. Please revise the plans to avoid the
impacts or provide a detailed explanation of why this plan for the activity cannot be practically
accomplished, reduced or reconfigured to avoid impacts to the UT to East Fork Pigeon River.
2. A complete review of the project cannot be conducted until the U.S. Army Corps of Engineers has verified all
stream and wetland locations on the project site. [15A NCAC 02H .0502(a)(7)]
3. Mitigation is required for losses of equal to or greater than 300 linear feet of perennial stream and equal to or
greater than 1/10 acre of wetlands. Please provide a mitigation plan that conforms to the requirements of 15A
NCAC 02H .0506(c) s.
Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the
proper consideration of the application. Please provide your response by February 3, 2023. If all of the requested
information is not received, the Division will be unable to approve the application and it will be denied as incomplete.
The denial of this project will necessitate reapplication to the Division for approval, including a complete application
package and the appropriate fee.
