Acer Environmental, LLC appreciate the opportunity to offer our services. At your request, I
have conducted a jurisdictional wetland/stream delineation within a portion of the Springdale
Country Club, located at 200 Golfwatch Road, Canton, Haywood County, North Carolina on 20
January 2023.
Waters of the U.S., including streams and wetlands, are defined by 33 CFR Part 328.3 et al. and
are protected by Section 404 and other applicable sections of the Clean Water Act (33 USC
1344). Impacts to these regulated resources are administered and enforced by the Wilmington
District of the USACE, as well as other federal and state government agencies.
Prior to initiation of the field effort, we reviewed existing online resources, including the U.S.
Geological Survey (USGS) digital 7.5′ topography, the U.S. Department of Agriculture’s Natural
Resources Conservation Service (NRCS) Haywood County Soil Survey (digital version), and the
U.S. Fish and Wildlife Service (USFWS) National Wetlands Inventory (NWI) online Wetlands
Mapper.
The delineation area is a small portion of the property, centered on a recently restored stream
channel. This channel had been previously impacted by catastrophic flooding and appears to
have been restored with grading in the immediate area. A review of online resources, including
USGS 7.5-minute quadrangles and US Fish and Wildlife Service National Wetland Inventory
mapping appear to show that the channel has been restored very close to its original location.
Based on the site review and soil borings, there appears to be a small wetland seep and stream
channel that are likely jurisdictional. Soil borings around the likely jurisdictional wetland area
show ground disturbance with a mix of soil types the extend below the elevation of the existing
wetland area.
The likely jurisdictional wetland area is approximately 3,300 square feet in areal extent within
the project study area. The likely jurisdictional stream channel is approximately 653 linear feet
in length within the project study area.
Please note, the U.S. Army Corps of Engineers has final authority to determine jurisdictional
status on Waters of the United States, and these findings are preliminary in n ature until
confirmed, in writing, by the USACOE.
