Springdale Golf Course is the location of the project site. The Springdale Golf Course property is a commercial property used primarily for recreation. The property described herein has two small ponds and three branches, two of which are intermittent and unnamed and one perennial known as Long Branch. Yes No Unknown 0 acres (intermittent and perennial) 6000 linear feet West Springdale, LLC intends on expanding the driving range at Springdale Golf Course. The expansion of the driving range includes the proposed construction of a new range tee, future building, and 98 new parking spaces following the removal of existing paving, gravel, and building per the plans. Within this project is it proposed to pipe underground 480 linear feet of Long Branch and 290 linear feet of an unnamed, intermittent branch that flows into Long Branch. Initially, a construction entrance, silt fence, and temporary sediment traps are installed on site per the project plans. 90 linear feet of 15-inch high-density polyethylene (HDPE) pipe with a rip rap inlet and outlet shall be fit to the ditch line and buried under the project site construction entrance off Country Club Drive. After the measures above have been completed, the existing pavement, gravel, and building shall be removed, and ground cover reestablished as shown on the proposed plans. A turf reinforced mat (TRM) channel utilizing a series of compost sock ditch checks shall follow the south side of Country Club Drive to control storm water and erosion. It is proposed to pipe in 480 linear feet of a branch known as, Long Branch, using 36-inch HDPE pipe. The 480 linear feet of 36-inch HDPE and the TRM channel shall feed into a catch basin on the south side of Country Club Drive. Serving as the catch basin outlet, 80 linear feet of 36-inch HDPE pipe shall replace the existing 24-inch corrugated polyethylene plastic (CPP) pipe that runs under the road to the north side of Country Club Drive. Similarly, it is proposed to pipe underground 290 linear feet of an unnamed, intermittent branch using 24-inch HDPE pipe. A catch basin placed along the 290 linear feet run of HDPE pipe will also serve 48 linear feet of 8-inch PVC connected to a spring box where an existing pond will be removed per the project plans. Downhill from the proposed work on the unnamed branch, compost sock ditch checks will be placed in an existing watercourse to manage storm water runoff before flowing into Long Branch. The portion of channel left exposed on both Long Branch and the unnamed branch shall be enhanced using turf reinforced matting. Sections of both branches that are to be piped underground shall include head walls with inlet protection, catch basins with grates, head walls with rip rap aprons, and check dams for outlet protection. Following the construction listed above, site grading and slope stabilization shall occur per the plans. Slopes steeper than three to one shall have erosion control matting and seeding mixture applied. Site grading includes shaping slopes, preparing the new range tee location, future building site, and parking lot location. Once grading is complete, construction of the new range tee, future building, and parking lot will commence. Equipment such as bulldozers, track-hoes, excavators, skid-steers, and dump trucks will be utilized to complete the proposed work. E. Impact Justification and Mitigation Proposed impacts shall be avoided or minimized by using proper erosion control, grading, slope stabilization, and ground cover seeding techniques. Enhancing storm water ditches and branch channels with turf reinforced matting per the plans will subsequently minimize impacts. All measures ultimately are used to direct a perennial branch, an intermittent branch, and storm water that flows across the property. Erosion control measures such as using silt fence, temporary sediment traps, erosion control matting, and seeding techniques will be utilized where necessary per plans. A temporary gravel construction entrance will also aid in minimizing the impacts caused by the construction. Ditches with turf reinforced matting will include a series of compost sock ditch checks to catch sediment and reduce impacts caused by storm water runoff. Rip rap inlets and outlets shall protect culverts and storm drainage systems by preventing sediment from entering and accumulating.
