Maintenance
Inspect sediment fences at least once a week
and after each rainfall. Make any required
repairs immediately.
Should the fabric of a sediment fence collapse,
tear, decompose, or become ineffective,
replace it promptly.
Remove sediment deposits as necessary to
provide adequate storage volume for the next
rain and to reduce pressure on the fence. Take
care to avoid undermining the fence during
cleanout.
Remove all fencing materials and unstable
sediment deposits and bring the area to grage
and stabilize it after the contributing drainage
area has been properly stabilized.

Maintenance
Inspect compost socks weekly and after each significant
rainfall event (1/2 inch or greater). Remove
accumulated sediment and any debris.
The compost sock must be replaced if clogged or torn.
If ponding becomes excessive, the sock may need to be
replaced with a larger diameter or a different measure.
The sock needs to be reinstalled if undermined or
dislodged.
The compost sock shall be inspected until land
disturbance is complete and the area above the
measure has been permanently stabilized.
Maintenance
Maintain the gravel pad in a condition to prevent mud
or sediment from leaving the construction site. This
may require periodic topdressing with 2-inch stone.
After each rainfall, inspect any structure used to trap
sediment and clean it out as necessary. Immediately
remove all objectionable materials spilled, washed, or
tracked onto public roadways.
Maintenance
Inspect temporary diversions once a week and after
every rainfall. Immediately remove sediment from the
flow area and repair the diversion ridge. Carefully
check outlets and make timely repairs as needed. When
the area protected is permanently stabilized, remove
the ridge and the channel to blend with the natural
ground level and appropriately stabilize it.
Maintenance
Periodically check the seeded slopes for rills and
washes. Fill these areas slightly above the original
grade, then reseed and mulch as soon as possible.

NC DEQ Water Quality / Stream Restoration General Conditions
1.The permittee shall report to the DWR Regional Office any non-compliance with, and/or any violation of, stream or wetland standards [15A
NCAC 02B.0200], including but not limited to sediment impacts to streams or wetlands. Information shall be provided orally within 24 hours
(or the next business day if a weekend or holiday) from the time the permittee became aware of the non-compliance circumstances.
2.No waste, spoil, solids, or fill of any kind shall occur in wetlands or waters beyond the footprint of the impacts (including temporary impacts);
or beyond the thresholds established for use of this General Certification and Nationwide Permit.
3.All activities shall be in compliance with any applicable State Regulated Riparian Buffer Rules in Chapter 2B of Title 15A in the North Carolina
Administrative Code.
4.All project activity shall incorporate appropriate Best Management Practices for the control of sediment and erosion so that no violations of
state water quality standards, statutes, or rules occur.
5.Installation, operation, and maintenance of all sediment and erosion control measures shall meet the requirements specified in the most
recent version of the NC Sediment and Erosion Control Manual.
6.All devices shall be maintained on all construction sites, borrow sites, and waste (spoil) pile sites, including contractor-owned or leased
borrow pits associated with the project. Sufficient materials required for stabilization and/or repair of erosion control measures and
stormwater routing and treatment shall be on site at all times.
7.Sediment and erosion control measures shall not be installed in wetland or waters except within the footprint of temporary or permanent
impacts otherwise authorized by Certification from DEQ or USACE.
8.Erosion control mating that incorporates plastic mesh and/or plastic twine shall not be used along streambanks or within wetlands.
9.If the project is covered by NPDES Construction Stormwater Permit Number NCG010000 or NPDES Construction Stormwater Permit Number
NCG250000, full compliance with permit conditions including the erosion and sedimentation control plan, ,inspections and maintenance,
self-monitoring, record keeping and reporting requirements is required.
10.All work in or adjacent to streams shall be conducted so that excavation in flowing water is minimized within the disturbed area. Contractor
shall install temporary measures as specified on the plans and details or an approved equivalent that meets or exceeds the approved best
management practice standards in the most current version of the NC Sediment and Erosion Control Manual, or the NC Department of
Transportation Construction and Maintenance Activities Manual., such as sandbags, rock berms, coffer dams, and/or other diversion
structures.
11.In-stream structures installed to mimic natural channel geomorphology such as cross-vanes, sills, step-pool structures, etc. shall be designed
and installed in such a manner that allow for continued aquatic life movement.
12.Culverts shall be installed in such a manner that the original stream profiles are not altered and allow for aquatic life movement during low
flows. The dimension, pattern, and profile of the stream above and below a pipe or culvert shall not be modified by widening the stream
channel or by reducing the depth of the stream in connection with the construction activity.
13.Application of fertilizer to establish planted/seeded vegetation within disturbed riparian areas and/or wetlands shall be conducted at
agronomic rates and shall comply with all other Federal, State, and Local regulations. Fertilizer application shall be accomplished in a manner
that minimizes the risk of contact between the fertilizer and surface waters.
14.All necessary measures shall be taken to prevent direct contact between uncured or curing concrete and waters of the state. Water that
inadvertently contacts uncured concrete shall not be discharged to waters of the state.
15.All temporary impacts shall be returned to natural conditions within 60 calendar days after the temporary impact is no longer necessary. The
impacted stream area(s) shall be restored to original grade, including each stream’s original cross-sectional dimensions, planform pattern, and
longitudinal bed profile. All temporarily impacted sites shall be restored and stabilized with native vegetation.
16.Any rip-rap required for proper culvert placement, stream stabilization, or restoration of temporarily disturbed areas shall be restricted to the
area directly impacted by the approved construction activity. All rip-rap shall be placed such that the original streambed elevation and
streambank contours are restored and maintained and shall consist of clean rock or masonry material free of debris or toxic pollutants .
17.Placement of rip-rap or other approved materials shall not result in de-stabilization of the stream bed or banks upstream or downstream of
the area or be installed in a manner that precludes aquatic life passage.
18.All mechanized equipment operated near surface waters shall be inspected and maintained regularly to prevent contamination of surface
waters from fuels, lubricants, hydraulic fluids, or other toxic materials.
19.Construction shall be staged in order to minimize the exposure of equipment to surface waters to the maximum extent practical. Fueling,
lubrication, and general equipment maintenance shall be performed in a manner to prevent, to the maximum extent practical, contamination
of surface waters by fuels and oils.
20.In accordance with 143-215.85(b), the permittee shall report any petroleum spill of 25 gallons or more; any spills regardless of amount that
causes a sheen or on surface waters; any petroleum spill regardless of amount occurring within 100 feet of surface waters; and any petroleum
spill less than 25 gallons that cannot be cleaned up within 24 hours.
21.The permittee and their authorized agents shall conduct all activities in a manner consistent with State water quality standards including any
requirements resulting from compliance with Section 303(d) of the Clean Water Act, and any other appropriate requirements of State and
Federal Law.
22.The permittee shall require its contractors and/or agents to comply with the terms and conditions of the NC DEQ Water Quality Certification
and other applicable permits in the construction and maintenance of this project, and shall provide each of its contractors and/or agents
associated with the construction or maintenance of this project with a copy of the General Certification from the NC DEQ Water Quality
Certification. A copy of this General Certification shall be available at the project site during the construction and maintenance of this
project.

1.Planting area extends a minimum of 6' from top of channel.
2.Use a combination of coir matting, native grasses, and live stakes.
3.Herbaceous vegetation within planting area shall consist of Native Grass mix that
may include: Big bluestem, Bushy Bluestem, Splitbeard bluestem , Broomsedge,
Wiregrass, River cane/switch cane, Pennsylvania sedge, Plantain-leaved sedge,
River Oats, Poverty Oatgrass, Oat grass, Crinkled Hairgrass, Bottle brush, Purple
Love Grass, Pink Muhly Grass, Switch-grass, Little bluestem, Indian grass, Eastern
gammagrass
4.Seed any disturbed areas, including streambanks, access areas and stockpile
locations. Immediately after construction activities are completed, plant seeds of
both permanent and temporary vegetation. This work includes preparing the
area; furnishing and placing the seed, mulch, fertilizer and soil amendments; and
anchoring mulch.
5.Seedbed Preparation – On sites where equipment can be operated safely, loosen
the seed bed mechanically. Compacted soil may require disking. Steep banks
may require roughening, either by hand-scarifying or equipment. The engineer/
project manager should determine the condition needs on-site. If seeding is
done immediately after construction, seedbed preparation may not be
necessary. Exceptions would be in compacted, polished or freshly cut areas.
6.Fertilizing/Liming – Recommend testing the soil’s fertility. The N.C. Department
of Agriculture tests soil samples to determine proper distribution rates for
fertilizer and lime in the sampled area.
7.Distribute fertilizer and lime evenly over the area to be seeded. Mix the fertilizer
and lime uniformly into the top 3 inches of soil; if the bed is gravelly or cobbled,
incorporation is not necessary.
8.Fertilizer and lime should be applied at the following rates:
10-10-10 Fertilizer: 10 lbs per 1,000 sq ft or 435 lbs per acre;
Lime: 50 lbs per 1,000 sq ft or 2,200 lbs per acre
9.Temporary Seeding – Temporary seeding is useful for erosion-control when
permanent vegetation cannot be established due to planting season and where
temporary ground cover is needed to allow time for native or woody vegetation
to become established.
10.Apply the following vegetation at the listed rates:
Fall, Winter, Spring Seeding:
Rye grain/winter wheat mix, winter wheat or barley
3 lbs per 1,000 sq ft or 130 lbs per acre.
Summer Seeding:
Browntop millet, Sudan grass
1 lb per 1,000 sq ft or 45 lbs per acre
11.Mulching – Apply mulch within 48 hours of seeding. Apply straw mulch on
seeded areas at a rate of 3 bales per 1,000 sq ft (130 bales per acre). Apply mulch
uniformly. Anchor with biodegradable coir netting.
12.Live Staking -- Use Silky Dogwood, Black Willow, and Elderberry
13.Stakes should range from one-half inch to 2 inches in diameter with an average
length of 3 feet. Cut stakes with an angle on the bottom and flush on tops, with
buds oriented upward. Trim all side branches cleanly so the cutting is one stem.
14.Keep stakes cool and moist to keep them alive and dormant.
15.Plant live stakes in late fall to early spring while they are dormant.
16.Install stakes within planting area 2' min. to 4' max. apart using triangular
spacing along the streambanks.
17.Drive stakes into the ground with a rubber hammer, or make a hole using a
metal bar and slip the stake into it.
18.Tamp each stake in at a right angle to the slope, keeping one-half to four-fifths
of the stake below the ground surface. At least two buds (lateral and/or
terminal) should remain above the ground surface. Pack the soil firmlyaround
the hole afterward.
19.Do not use split stakes.
20.Do not place coir matting or ECB in bottom of stream channel.
