Attached are the RES Yadkin 03 UMB – Falcon Ridge Mitigation Site, Draft Mitigation Plan IRT comments. You may proceed with developing the final mitigation plan for this site provided
you adequately address all comments/concerns in the enclosed memo. I would like to review RES’ response to IRT comments prior to receiving the Final Mitigation Plan. Following our
review of your responses, please submit one (1) electronic copy of the Final Mitigation Plan to me via RIBITS and I will distribute to the IRT. In addition, please submit your Nationwide
Permit 27 application to me directly for review and approval prior to discharging fill material into waters of the United States.

Please let me know if you have any questions or if you would like to set up a call to discuss the enclosed comments.

On March 27, 2023, Resource Environmental Solutions, LLC provided a draft mitigation plan for the RES Yadkin 03 Umbrella Mitigation Bank, and Falcon Ridge Mitigation Site (SAW-2022-00424),
located in Randolph County.

With this email, we are initiating the NCIRT review of these documents as outlined in Section 332.8(d)(6) of the Mitigation Rule. If you would like to receive a hard copy, please let
