Director John Hutton NORTH CAROLINA Environmental Quality July 21, 2023 Wildlands Holdings VI, LLC (via electronic mail: jhuttongwildlandseng com ) DWR Project #: 2020-1095 Re: Wildlands Catawba Umbrella Mitigation Banking Instrument (UMBI) Double Rock Bank Parcel Credit Release — Task 2 Dear Mr. Hutton: Alexander County On June 21, 2023, the Division of Water Resources (DWR) received documentation from Wildlands Holdings VI, LLC (Wildlands) that the subject site had been constructed in its entirety and monitoring plots had been installed. On July 12, 2023, Blake Hartshorn with DWR, with assistance from staff with Wildlands, inspected the site and confirmed that all the subject site had been completely planted, all monitoring plots were installed, and all stream mitigation activities appeared to be completed. All riparian areas, including the stream banks, were seeded and stabilized. Any required fencing was installed and the conservation easement was adequately marked. Lastly, DWR received a performance bond (#107688094) issued to Wildlands from Travelers Casualty and Surety Company of America, in the amount of $150,000, to cover performance obligations for the construction of the subject site. The term of this bond will remain in effect until DWR has provided a written approval of the As -Built Report.
