Dear Ms. Wilsey:
On September 21, 2012, the Wilmington Regional Office received a request to revise the
approved plans for Stormwater Management Permit Number SW8 040836. The revisions
include the addition of Air Wilmington Hangar No. 3 with a concrete pad. All approved plan
revisions are listed in the attached Master Table. It has been determined that a formal permit
modification is not required for the proposed changes. We are forwarding you an approved copy
of the revised plans for your files. Please add the attached plans to the previously approved
plan set.
Please be aware that all terms and conditions of the permit issued on November 24, 2004, and
as subsequently modified, remain in full force and effect, as do all previously approved plan
revisions. Please also understand that the approval of this revision to the approved plans for the
subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this
project must be submitted to and approved through the Division of Water Quality prior to
construction. The issuance of this plan revision does not preclude the permittee from complying
with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction
over the proposed activity, and obtaining a permit or approval prior to construction.

V. SUPPLEMENT AND O&M FORMS
The applicable state stormwater management permit supplement and operation and maintenance (O&M) forms
must be submitted for each BMP specified for this project. The latest versions of the forms can be downloaded
from http://portal.ncdenr.orz/web/wLi/ws/su/bmv-manual.
VI. SUBMITTAL REQUIREMENTS
Only complete application packages will be accepted and reviewed by the Division of Water Quality (DWQ).
A complete package includes all of the items listed below. A detailed application instruction sheet and BMP
checklists are available from http://portal.ncdenr.org/web/wq/ws/su/statesw/forms does. The complete
application package should be submitted to the appropriate DWQ Office. (The appropriate office may be
found by locating project on the interactive online map at ho://portal.ncdenr.org/web/3yq/w.s/su/maps.)
Please indicate that the following required information have beenyrovided by initialing in the space provided
for each item. All original documents MUST be signed and initialed in blue ink. Download the latest versions
for each submitted application package from http://portal.ncdenr.org/web/wq/ws/su/statesw/forms does.

6. A USGS map identifying the site location. If the receiving stream is reported as class SA or the ✓ au,
receiving stream drains to class SA waters within 1/2 mile of the site boundary, include the 1/2
mile radius on the map.
7. Sealed, signed and dated calculations (one copy).
8. Two sets of plans folded to 8.5" x 14" (sealed, signed, & dated), including: ,/ At..-

Secretary of State, otherwise the application will be returned.

VII. DEED RESTRICTIONS AND PROTECTIVE COVENANTS
For all subdivisions, outparcels, and future development, the appropriate property restrictions and protective
covenants are required to be recorded prior to the sale of any lot. If lot sizes vary significantly or the proposed
BUA allocations vary, a table listing each lot number, lot size, and the allowable built -upon area must be provided
as an attachment to the completed and notarized deed restriction form. The appropriate deed restrictions and
protective covenants forms can be downloaded from
http://portal.ncdenr.org/web/wg/ws/su/statesw/forms docs. Download the latest versions for each submittal.
In the instances where the applicant is different than the property owner, it is the responsibility of the property
owner to sign the deed restrictions and protective covenants form while the applicant is responsible for ensuring
that the deed restrictions are recorded.
By the notarized signature(s) below, the permit holder(s) certify that the recorded property restrictions and
protective covenants for this project, if required, shall include all the items required in the permit and listed
on the forms available on the website, that the covenants will be binding on all parties and persons claiming
under them, that they will run with the land, that the required covenants cannot be changed or deleted
without concurrence from the NC DWQ and that they will be recorded prior to the sale of any lot.

Dear Ms. Wilsey:
The Wilmington Regional Office received and accepted a State Stormwater Management Permit
Application for a Plan Revision at Air Wilmington Hangar No. 3 on August 31, 2012. A.
preliminary in-depth review of that information has determined that the application is not
complete. The following information is needed to continue the stormwater review:
Please provide dimensional details for hangar building, concrete slab, roads,
parking area, curb radii, sidewalk widths, curb and gutter, and other dimensions
and slopes as applicable.
Please remember that a change to one number may have a domino effect on other numbers.
Please check all plans, calculations and forms and make changes as needed.
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received in this Office prior to October 10, 2012, or the
application will be returned as incomplete. The return of a project will necessitate resubmission
of all required items, including the application fee.
If you need additional time to submit the information, please mail, email or fax your request for a

to enforcement action pursuant to NCGS 143-215.6A.

We received this application. It looks like you are adding impervious area, but within the 30% amount already
permitted. It does not look like this will affect any deed restrictions (there don't appear to be any lots). 50, if that is the
case then this is a Plan Revision ($0) and not a Modification ($505). Please see the attached master table for this
project. Is that all that is going on for this? If so, we will log it as a PR and return the check.
Also, just FYI, it looks like Julie Wilsey, ILM Deputy Director, signed as the applicant on page 6, but Thomas Construction
Group is listed as the applicant on the application on page 2. 1 think Julie is the correct person, and since she signed this

This project includes the construction of Air Wilmington Hangar No. 3.
The project is permitted under the State of North Carolina as Permit No. SW8 040836.
The area is permitted for 486.2 acres or 21,178,872 square feet of impervious area.
Prior to this project there was 293.84 ac or 12,799,670 square feet of impervious area.
This project is adding 0.4 acres or 17,730 square feet of impervious area. This brings
the total to 294.24 ac or 12,817,400 square feet. This is within the allowable square
footage of the State permit.
The Airport Authority has indicated that this project is within the low density portion of
the airport and thus no additional treatment of the stormwater will be required. The
stormwater will flow from the proposed hangar building and concrete aprons in a sheet
flow fashion into grassed swales. The grassed swales flow into the existing collection
system.
The stormwater flow will flow into the existing collection system. Since the impervious
area is less than the percent permitted, the existing system will be adequate for the flow
from this project.
