Dear Ms. Wilsey:
On July 9, 2012, the Wilmington Regional Office received a complete plan revision for
Stormwater Management Permit Number SW8 040836. All approved plan revisions are listed in
the attached Master Table, including that dated July 23, 2012, for the Runway 17 and Taxiway
A Extension. The maximum allowed built -upon area is 486.2 acres. These additions result in a
net increase of 2.12 acres of built -upon -area (BUA), for a cumulative permitted total BUA of
293.84 acres. Please note the addition error for the 7/12/2010 BUA reduction of 0.11 acres.
The cumulative BUA at that point should be 285.14 acres. The remaining available BUA for
development is 192.36 acres. It has been determined that a formal permit modification is not
required for the proposed changes. We are forwarding you an approved copy of the revised
plans for your files. Please add these plans to the previously approved plan set.
On August 5, 2009, the Governor signed Session Law 2009-406, This law impacts any
development approval issued by the Division of Water Quality under Article 21 of Chapter 143 of
the General Statutes, which is current and valid at any point between January 1, 2008, and
December 31, 2010. The law extends the effective period of any stormwater permit that is set to
expire during this time frame to three (3) years from its current expiration date. On August 2,
2010, the Govemor signed Session Law 2010-177, which grants an extra year for a total of four
(4) years extension. Please note that the expiration date of the permit is now November 24,
2018, to reflect this four year extension.
Please be aware that all terms and conditions of the permit issued on November 24, 2004,
remain in full force and effect, as do all previously approved plan revisions. Please also
understand that the approval of this revision to the approved plans for the subject State
Stormwater Permit is done on a case -by -case basis. Any other changes to this project must
be submitted to and approved through the Division of Water Quality prior to construction.
The issuance of this plan revision does not preclude the permittee from complying with all
other applicable statutes, rules, regulations or ordinances which may have jurisdiction over
the proposed activity, and obtaining a permit or approval prior to construction.

Dear Ms. Lewis:
As requested, please find layout plan for the above referenced project.
Because of the nature of the project, we request that the project be exempt from stormwater
management permit requirements. The project includes clearing and grubbing of approximately
12 acres, installations of fencing, and installation of drainage pipe for the fence to cross an
existing stream. This project serves to fix current problems within the project area. The existing
perimeter fencing across the stream along Kerr Avenue has been undermined by flooding
conditions and floating debris allowing for an unsecured airfield. The wooded project area
inhibits the control tower's line of site to the MALSR at the end of Runway 24. The wooded
project area is also located within the airport fencing allowing wildlife living within these woods
to freely move onto the airport posing security problems.

Project Narrative for
Runway 17 and Taxiway A Extension
Proiect Description
This project consists of the extension of Runway 17 and Taxiway A with 247,283 SF of new
bituminous pavement and removal of 150,000 SF of the existing Runway 17 paved overrun
located at the Wilmington International Airport, Wilmington, North Carolina. The project will
also include realigning portions of the existing airport perimeter road, which adds 17,427 SF of
new impervious area and removes 22,618 SF of existing gravel pavement. The total net increase
for impervious surfaces is 92,092 SF (2.12 acres) of built upon area.
The work will involve removal of existing bituminous pavement, runway and taxiway paving,
RSA/TSA grading, drainage, fencing, sanitary sewer forcemain and perimeter road
modifications, relocation of the supplemental windcone, new lighting and pavement markings.
The project is divided into two phases of work to minimize disruptions to air traffic. Sheets A4
and A5 show the project phases.
Drainaze
This stormwater application is requesting a revision to the existing low density permit SW8
040836 (A) which includes the improvements proposed under this project.
The original low density permit included 1620.8 Acres of which 486.2 acres of Overall Low
Density Built -Upon Area Limit (30%) are included. As of the date of Original Permit Issuance
(November 24, 2004), the Existing Built Upon areas was 260.6 acres. Subsequent projects have
increased the impervious surface to 291.71 acres.
The proposed project will increase the amount of impervious area by 2.12 acres which will make
the total impervious area 293.83 acres. This impervious area is 18.1 % of the total drainage area,
less than the 30% maximum impervious area included in the original permit.
Runoff will be drained by sheet flow over the pavement and into the existing and/or proposed
grassed swales which run parallel to Runway 17 and Taxiway A. The shoulders of the taxiways
will be graded to provide a 1.5 inch drop-off from the pavement edge and to allow positive
drainage away from the pavement. A storm water dry detention basin will be provided to meet
New Hanover County storm water regulations to control the post development peak discharge
from the site for the 2-yr, 10-yr, and 25-yr storms to not exceed the pre -development peak runoff
discharge rate for the same storms.

Project Narrative for
Runway 17 and Taxiway A Extension
Project Description
This project consists of the extension of Runway 17 and Taxiway A with 247,283 SF of new
bituminous pavement and removal of 150,000 SF of the existing Runway 17 paved overrun
located at the Wilmington International Airport, Wilmington, North Carolina. The project will
also include realigning portions of the existing airport perimeter road, which adds 17,427 SF of
new impervious area and removes 22,618 SF of existing gravel pavement. The total net increase
for impervious surfaces is 92,092 SF (2.11 acres) of built upon area.
Thw work will involve removal of existing bituminous pavement, runway and taxiway paving,
RSA/TSA grading, drainage, fencing, sanitary sewer and perimeter road modifications,
relocation of the supplemental windcone, new lighting and pavement markings. The project is
divided into two phases of work to minimize disruptions to air traffic. Sheets A4 and A5 show
the project phases.
Drainage
This stormwater application is requesting a revision to the existing low density permit SW8
040836 (A) which includes the improvements proposed under this project.
The original low density permit included 1620.8 Acres of which 486.2 acres of Overall Low
Density Built -Upon Area Limit (30%) are included. As of the date of Original Permit Issuance
(November 24, 2004), the Existing Built Upon areas was 260.6 acres. Subsequent projects have
increased the impervious surface to 291.60 acres.
The proposed project will increase the amount of impervious area by 2.11 acres which will make
the total impervious area 293.71 acres. This impervious area is 18.1% of the total drainage area,
less than the 30% maximum impervious area included in the original permit.
Runoff will be drained by sheet flow over the pavement and onto the existing grassed shoulders
into the existing grassed swales which run parallel to Runway 17 and Taxiway A. The shoulders
of the taxiways will be graded to provide a 1.5 inch drop-off from the pavement edge and to
allow positive drainage away from the pavement. A storm water dry detention basin will be
provided to meet New Hanover County storm water regulations to control the post development
peak discharge from the site for the 2-yr, 10-yr, and 25-yr storms to not exceed the pre -
development peak runoff discharge rate for the same storms.
