Dear Mr. Rosborough:
On July 6, 2010, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 040836. The revisions include replacing the ILS for Runway
35, replacing the MALSR and shelter at Runway 35, replacing the VASI with PAPI for Runway
6-24 and adding a new catwalk for the MALSR system. The changes resulted in a net reduction
in built -upon area of 4,809 sf, per the attached BUA summary. There is now a total of 285.13
acres of existing BUA, leaving 201.07 acres available for future development. It has been
determined that a formal permit modification is not required for the proposed changes. We are
forwarding you an approved copy of the revised plans for your files. Please add the new
approved plan sheet SW-1 to the previously approved plan set.
Please be aware that all terms and conditions of the permit issued on November 24, 2004,
and the subsequent approved plan revisions, remain in full force and effect. Please also
understand that the approval of this revision to the approved plans for the subject State
Stormwater Permit is done on a case -by -case basis. Any other changes to this project must
be approved through this Office prior to construction. The issuance of this plan revision does
not preclude the permittee from complying with all other applicable statutes, rules,
regulations or ordinances which may have jurisdiction over the proposed activity, and
obtaining a permit or approval prior to construction.

Ramp 35 MALSR Concrete Platiform over wetlands

I had forgotten about the above project that we briefly discussed during our meeting. This project applied for a
CAMA Major permit in January of this year. I had send Julie an email on February 1, 2010, after I received my
copy of the CAMA application, but never got a response back.
The CAMA field report indicates that the MALSR light bar is being relocated 400 feet landward and that 2 new
5' x 14' concrete T- walkways would be added over the wetlands. The existing lightbar is to be abandoned,
which I take to mean that the concrete will remain in place. If the new concrete walkways will be offset by
removing the old concrete, please advise. The report also mentions a 50 foot wide access drive.
All of the new BUA (walkways and access drive) for that project will need to be incorporated into the BUA totals
for this current plan revision. The current plan revision indicates that 5,127 sf of BUA has been made available
for use. Please add in the additional BUA and adjust the 5127 figure appropriately.
I'm going on vacation now till July 7. I'll work on the application when I get back.

1. Please submit a total of 2 sets of Sheet SW-1. You submitted only 1, so we will need one more. We
always need 2 sets of the plans so that we can send one back to the permittee marked "APPROVED".
2. Please submit 2 copies of the detailed drawings as well — layout and grading only. I don't need any of
the extra sheets. You had the detailed drawings with you in the meeting and I remember telling you to
include those. They help support the approval as a plan revision.

Pro 0ect Overview
The project is being undertaken to upgrade navigational aids and visual approach aids to improve
the safety of the Airport and consists of the following:
1. Replace the existing Instrument Landing System (ILS) for Runway 35. The ILS is a
ground -based instrument approach system that provides precision guidance to an aircraft
approaching and landing on a runway, using a combination of radio signals. The project
will include replacement of the existing glide slope antenna and shelter, localizer antenna
and shelter, and runway -visual range (RVR) with new equipment and shelters. The glide
slope antenna and shelter are being constructed in the same location as existing, and the
RVR and localizer are being constructed in new locations. Site work includes
demolition/removal of existing concrete equipment foundations, concrete shelter
foundations, shelters, and gravel access pads/paths; site grading for the new localizer
antenna and shelter; construction of new equipment and shelter foundations; and
construction of gravel access roads/path and parking pads for FAA personnel to operate
and maintain the equipment.
2. Replace the existing Runway 35 Medium -Intensity Approach Lighting System with
Runway Alignment Indicator Lights (MALSR). The MALSR is a series of lights at
the approach end of Runway 35 that provide visual guidance regarding runway alignment
for aircraft landing on the runway. The project will include replacing the existing light
bars in the runway pavement, in turf (at one location) and on an existing concrete
catwalk. The project also includes replacing the existing shelter with a new shelter at the
same location.
3. Replace existing visual approach aids for Runway 6-24, which will include replacing
the existing Visual Approach Slope Indicator (VASI) units with Precision Approach
Slope Indicator (PAPI) units at each end. These light units are located along the side of
each runway end and provide visual guidance to pilots of the height of landing aircraft
above the runway threshold. Work includes removal of existing VASI light units and
their foundations, and installation of new light units and foundations.
See attached photos and site map. The project is located in the `low density' area of the airport
and will result in a net decrease in impervious area of 0.118 acres. The total land disturbance
for the project will be 5.6 acres, associated primarily with the grading required at the new
localizer site (5.3 acres). Erosion and sedimentation will be controlled with the use of silt fence
around the localizer site grading area and new RVR gravel pad. All areas disturbed by grading
operations will be seeded and mulched. The seeding mixture, fertilizer, and liming applications
rates included in the specifications are based on requirements contained in the North Carolina
Sedimentation and Erosion Control Design Manual. The required mixture and application rates
have been previously used successfully at the airport.

Proiect Overview
The project is being undertaken to upgrade navigational aids and visual approach aids to improve
the safety of the Airport and consists of the following:
1. Replace the existing Instrument Landing System (ILS) for Runway 35. The ILS is a
ground -based instrument approach system that provides precision guidance to an aircraft
approaching and landing on a runway, using a combination of radio signals. The project
will include replacement of the existing glide slope antenna and shelter, localizer antenna
and shelter, and runway -visual range (RVR) with new equipment and shelters. The glide
slope antenna and shelter are being constructed in the same location as existing, and the
RVR and localizer are being constructed in new locations. Site work includes
demolition/removal of existing concrete equipment foundations, concrete shelter
foundations, shelters, and gravel access pads/paths; site grading for the new localizer
antenna and shelter; construction of new equipment and shelter foundations; and
construction of gravel access roads/path and parking pads for FAA personnel to operate
and maintain the equipment.
2. Replace the existing Runway 35 Medium -Intensity Approach Lighting System with
Runway Alignment Indicator Lights (MALSR). The MALSR is a series of lights at
the approach end of Runway 35 that provide visual guidance regarding runway alignment
for aircraft landing on the runway. The project will include replacing the existing light
bars in the runway pavement, in turf (at one location) and on an existing concrete
catwalk. The project also includes replacing the existing shelter with a new shelter at the
same location.
3. Replace existing visual approach aids for Runway 6-24, which will include replacing
the existing Visual Approach Slope Indicator (VASI) units with Precision Approach
Slope Indicator (PAPI) units at each end. These light units are located along the side of
each runway end and provide visual guidance to pilots of the height of landing aircraft
above the runway threshold. Work includes removal of existing VASI light units and
their foundations, and installation of new light units and foundations.
See attached photos and site map. The project is located in the `low density' area of the airport
and will result in a net decrease in impervious area of 0.118 acres. The total land disturbance
for the project will be 5.6 acres, associated primarily with the grading required at the new
localizer site (5.3 acres). Erosion and sedimentation will be controlled with the use of silt fence
around the localizer site grading area and new RVR gravel pad. All areas disturbed by grading
operations wiii be seeded and mulched. The seeding mixture, fertilizer, and liming applications
rates included in the specifications are based on requirements contained in the North Carolina
Sedimentation and Erosion Control Design Manual. The required mixture and application rates
have been previously used successfully at the airport.

I'm looking at the CAMA Major application for this project trying to determine if a SW permit or modification to
the Master Plan needs to be submitted. It appears that the new BUA will be in the wetlands. If I recall correctly,
and please correct me if I'm wrong, a portion of the airport's wetlands were included in the overall low density
project area, so putting BUA in the wetlands does need to be accounted for in the Master Plan, if it has not
already been accounted for.
Any light you can shed on this would be appreciated.

Project Setting
The New Hanover County International Airport is located at 1740 Airport Boulevard Road
(off North 23rd Street) in Wilmington, New Hanover County and is adjacent to Smith Creek.
To locate the project site from NC Highway 17, travel north on North 23rd Street for
approximately 2 miles to the intersection of Airport Boulevard. Turn right onto Airport
Boulevard. Access to the project site is restricted due to FAA security regulations and can
be accessed by escort from the Airport Authority staff. You may contact Julie Wilsey
(910)341-4333 at the Wilmington International Airport to schedule a site visit. The New
Hanover County International Airport consists of an airport terminal, parking, hangars,
runways, approach lighting systems including catwalk and light bars, and associated
facilities. The New Hanover County International Airport is located on a large tract totaling
1,339 acres and is a mix of wetland's and uplands with an average elevation of 12-15 feet
above Normal High Water (NHW). The adjacent properties surrounding the project site are
a mix of commercial and residential properties. The project site is located southeast of the
main terminal at the south end of Ramp 35. The majority of the project site is developed
uplands with some landscaping, ornamental grasses, native grasses, shrubs, and few
hardwoods along the perimeter of the project site on the north, west, and east sides. Along
the south side of the project site and adjacent to Smith Creek, a mix of Coastal and 404
type Wetlands are present. Coastal Wetland vegetation consists primarily of broad-leaved
cattails (Typha latifolia) and sawgrass (Cladium jamaicense). Large expanses of common
reed (Phragmites australis) are present and intermixed along the shoreline of Smith Creek
and its tributaries. The wetlands south of the approach to runway 35 range in width from
150 feet to 1500+ feet along the shoreline of Smith Creek and its tributaries to the
highground. An existing elevated catwalk structure currently provides FAA and Airport
personnel maintenance access over wetlands to the approach light station platforms
adjacent to Smith Creek. The existing MALSR and catwalk extend from the highground
south approximately 1800 feet in length, over the wetlands and crossing Smith Creek. The
catwalk and MALSR are "fixed by function" with the first light bar being located 200 feet
from the runway landing threshold and light bars spaced every 200 feet along the extended
runway centerline. The existing concrete catwalk is approximately 5 feet in width and is
constructed of precast/prestressed concrete walkway members, which span between
concrete bents. These bents consist of a cast -in -place reinforced concrete cap/platform
measuring 6 feet in width by 14 feet in length and is supported by eight (8) precast batter
piles 14 inches in diameter. An existing "T" light bar is located at the fourth bent of the
catwalk and extends outboard approximately 28 feet and measures 5-6 feet in width. The
light bar is constructed of (2) two 5 feet wide by 14 feet long concrete "T" walkways
oriented perpendicular to the existing bent and catwalk. The walkways are connected to (2)
two 6 feet wide by 14 feet long concrete cap/platforms on either side of the bent that
support the lights and stanchions.
The Wilmington - New Hanover County Land Use Plan classifies the upland areas of the
project site as Transition and the wetlands areas as Conservation. The waters of Smith
Creek and its tributaries are classified as SB by the NC Division of Water Quality (DWQ).
The NC Division of Marine Fisheries (DMF) has NOT designated this area of Smith Creek and
its tributaries as Primary Nursery Area and the waters adjacent to the proposed project are
closed to the harvesting of shellfish.
Development Proposal
The New Hanover County Airport Authority is proposing expand a concrete cap/platform
located over wetlands along the catwalk at the end of ramp 35 as part of FAA required
improvements to the existing "MALSR" [ Medium -Intensity Lighting System with RAILS
(Runway Alignment Indicator Lights)]. The Airport Authority is proposing improvements

to meet requirements of the FAA. Upland improvements would include the replacement
of old equipment; glide slope antennae, electronics shelter, localizer antennae, etc. The
equipment on the highground would be replaced within the approximatesame footprint
and would be located outside of the AEC. New FAA regulations are requiring the Airport
Authority to shift the location of the existing MALSR light bar located along the catwalk
400 feet landward. The applicant is proposing to construct a new "T" light bar
connecting to the existing catwalk. The proposed light bar would be located over
wetlands and constructed of (2) two 5 feet wide by 14 feet long concrete "T" walkways
oriented perpendicular to the existing bent and catwalk. The walkways would be
connected to (2) two 6 feet wide by 14 feet long concrete cap/platforms on either side of
the bent, each supported by (8) eight precast/prestressed concrete batter piles 14
inches in diameter. The concrete cap/platforms would support the lights and stanchions
required by the FAA. The proposed light bar would be of similar construction to the
existing light bar, to be abandoned, and would be elevated 9 feet above the wetland
substrate. The proposed limits of disturbance for new light bar construction include a 50
feet wide access drive and 50 feet perimeter surrounding the bent and proposed light
bar location. The applicant is proposing to install a silt fence along the perimeter of the
limits of disturbance. The applicant is proposing to use platform matting to transport all
wheeled/tracked equipment and vehicles for access over wetlands.
Anticipated Impacts
The proposed construction of the light bar would result in temporary impacts to the Coastal
Wetlands Area of Environmental Concern. The proposed construction of the light bar would
disturb approximately 27,375 square feet of Coastal Wetlands by the use of platform mats
to support the transportation of construction equipment during ingress and egress to the
site. The applicant is proposing to restore any damaged areas by re -planting vegetation.
The proposed light bar construction would result in approximately 308 square feet of
shading impacts to Coastal Wetlands, however the proposed 9 feet elevation of the catwalk
and "T" light bar would allow for substantial light penetration therefore reducing shading
impacts.

PROJECT NARRATIVE
Purpose
This project involves modifications to the existing Runway 35 MALSR approach lights at Wilmington
International Airport (ILM) in order to conform to current Federal Aviation Administration (FAA) standards.
"MALSR" is Medium -Intensity Approach Lighting System with RAILS (Runway Alignment Indicator Lights).
Background
The Runway 35 Runway Safety Area (RSA) at ILM was not adequate in that it did not meet current FAA
standards, and therefore was required to be modified. The RSA should have extended 600' beyond the
end of the runway, but it extended only about 200' before the land drops off into the marshes of Smith
Creek. In order to meet the current standards, the Airport (ILM) recently relocated ("displaced") the
Runway 35 threshold 400' further to the northwest, further away from the marshes. This work, which
consisted primarily of re -marking the location of the runway threshold, was completed in summer 2009.
As a result of the 400' threshold relocation, ILM also needs to re -locate ("shift") the existing Runway 35
approach lighting system (MALSR) 400' to the northwest so that it has the proper spacing relative to the
new runway threshold location. The MALSR, which consists of a combination of steady burning light bars
and flashers, provides critical visual guidance to pilots when they are landing during low -visibility weather
conditions, and is part of the Instrument Landing System (ILS) installed on Runway 35. Most of the light
bars which make up the MALSR are located on a catwalk over marsh adjacent to and over Smith Creek,
and the remainder are located on uplands at the end of the runway. The location and configuration of the
MALSR is'fixed by function', with the first light bar being located 200' from the runway landing threshold
and light bars spaced every 200' along the extended runway centerline. The system extends a distance
of 2,400' from the runway threshold. At the point 1,000' from the runway threshold there are three.light
bars for added visual reference for the pilot on final approach. The MALSR relocation will include
installation of a threshold light bar at the location of the Runway 35 displaced threshold, one light bar
installed in existing runway pavement, two installed on uplands, four light bars installed on the existing
catwalk, and five RAILS installed on the existing catwalk. All of the lights bars/RAILS are installed at
approximate 200' increments along the extended runway centerline.
The existing elevated catwalk structure currently provides FAA personnel maintenance access to those
approach light station platforms over the marshes and Smith Creek. This access structure consists of
precast/prestressed concrete double tee walkway members, which span between concrete bents. These
bents consist of a cast -in -place, reinforced concrete cap/platform, which is supported by approximately
eight (8) 14" square precast concrete batter piles. The light bars appear to be an to the top of the
platforms at the main bents, which are spaced at approximately 200' on center. Smaller bents provide
intermediate support of the precast deck members. At the wider light bar, additional concrete platforms,
of similar pile cap construction, were constructed on either side of the typical bent and are accessed via
precast/prestressed concrete double tee catwalks. Pipe guardrail systems bound the perimeter of the
platforms and access walkways. The access structure appears to span a total of approximately 1,800'
from uplands at Runway 35 to uplands on the opposite site of Smith Creek.
Proposed Improvements
When the MALSR system is relocated (shifted) 400', the existing light supports/catwalk can be used 'as
is' at all locations with the exception of at the 3 light bars located approximately 1000' from the runway
threshold (Station 10+10), which will need to be moved to Station 6+10. To support the wider light bar
configuration and allow FAA personnel to access the light bars for maintenance via a catwalk, two (2)
additional pile -supported, platform structures will be required to be installed at Station 6+10.

New 6' x 14' platforms will be provided on both the east and west sides of the existing 6' x 14' Bent #6
(Station 6+10) cap with horizontal offsets of 28' to centerline of platforms. Access from the existing
concrete cap to the new platforms would be by means of new 5' x 14' catwalk walkways.
Per the requiremenN_ of the FAA, who will own and maintain the system, construction of the Sent #6
improvements must match the construction materials that were used to construct the original platform
structures at station 10+10 (Bent #12) and will consist of:
• eight (8) 14" square, precast/prestressed concrete, batter piles per cap (half of each battered in
the longitudinal direction of the main access walkway) per platform/pile cap
• two (2) 14' x 6' x 4' deep, cast -in -place concrete platform/pile caps
• two (2) 5' wide x 2' deep, precast/prestressed concrete double tee catwalk walkways spanning
between the original Bent #6 cap and the new caps.
• Electrical conduits embedded in caps and light stanchions mounted to top of platforms
At the same time as the MALSR relocation, the Airport will also be replacing existing navigational
equipment that is old and in poor condition with new equipment. The equipment that is being replaced
includes: the Runway 35 glide slope antenna and electronics shelter, the Runway 35 localizer antenna
and electronics shelter, and the MALSR electronics shelter. The glide slope provides vertical guidance to
pilots, and the localizer provides horizontal guidance to pilots. The equipment is being replaced in
substantially the same location as the existing equipment, and all of this work is on uplands on mowed
and maintained airfield land. For Runway 6-24, the Airport will be replacing the VASI's (a type of visual
PI'
navigational aid that is obsolete) with PAs (Precision Approach Path Indicators). These are also located
on uplands on mowed and maintained airfield land. The locations of all of these navigational aids are
fixed by function.
Avoidance & Minimization
Initially, FAA intended to have the Airport take the Runway 35 MALSR out of service and install a new
MALSR system at the end of Runway 6. This would have required construction of a new 2400' long
lighting system, including constructing a new catwalk across marshes and Smith Creek southwest of the
end of Runway 6-24. Due to the potential environmental impacts of constructing an entirely new system
across Smith Creek and its marshes, the Airport requested and received permission from FAA to instead
leave the existing Runway 35 MALSR. in service and shift the light bars 400' to accommodate the new
threshold location. This option only requires the modification of a single light bar station, 1000' from the
new threshold location as described above under "Proposed Improvements".
In an effort to minimize environmental impact for the relocated Runway 35 MALSR, various construction
alternatives were evaluated for the necessary modifications to Bent #6 of the Runway 35 MALSR system.
These included utilizing helical galvanized steel piles (thus requiring less obtrusive pile -driving
equipment), and steel frame platforms and catwalks with steel grating minimizing equipment needs and
further reducing any generated stormwater runoff. While each option investigated would serve the
purpose to bring the approach lighting system up to current standards, the FAA is requiring that
construction materials/methods match the existing structure. As a further mitigation, the existing'wide'
light bar station will be left in place to avoid disturbance that would be caused by its removal.
To minimize disturbance to surrounding coastal wetland vegetation, the Contractor will be required to
provide platform matting for all wheeled/tracked equipment and vehicles for access over all marsh areas,

which shall be laid directly over existing vegetation. Upon project completion and removal of said
platform matting, any damaged wetland plantings shall be re-established by new plantings.
To prevent unnecessary disturbance to surrounding coastal wetlands, a Limit of Disturbance (LOD) has
been established on the project drawings that will serve to delineate those areas to be used for access
and construction. This LOD has been minimized to the greatest extent possible based on discussions
with potential contractors and their planned approach for implementing construction.
Impact to Coastal Resources
This project as proposed will have twenty-two (22) square feet (SF) of coastal wetland impact. This
impact is the direct result of the sixteen (16) piles that will support the new additions to Bent #6, each
pile being fourteen (14) inches square.
The proposed modifications to Bent #6 will result in approximately 308 SF of new shaded area over
coastal wetlands. This shading is the direct result of the new concrete platform which will support the
new light bars, and the concrete catwalk that will provide access to the new platform and light bars. The
shaded area will be suspended over the existing substrate by a height of approximately 9 ft.
No portion of the proposed work falls within the NC Division of Coastal Management's 30 ft. Area of
Environmental Concern.
Stormwater Management
This project area lies within the coastal wetlands along Smith Creek (C;Sw). Currently, no stormwater
collection or treatment exists for the MALSR Approach Lighting System, which is suspended over the
wetlands by concrete pilings. Total new impervious area proposed will be approximately 308 SF, which
will be elevated (approx. 9 ft.) over the existing marsh substrate on concrete pilings. No stormwater
management is proposed in conjunction with the Bent #6 modifications.
Erosion and Sedimentation Control
Sediment runoff from the site during construction will be managed by the installation of silt fence around
the perimeter of the work area at Bent #6. All upland disturbed areas will be stabilized by seeding and
mulching upon completion of any phase of construction activities, and slit fence will be installed at the
upland/marsh boundary as needed should ground disturbance result in a sediment -laden runoff
producing condition.
In addition, the Contractor will be required to utilize any additional Best Management Practices that may
be required to control temporary sediment and erosion control while construction is in progress. In no
case shall excavated material be placed in any stream, ditch, or drainage way.
Because total land disturbance for this project will be less than one (1) acre, it is not expected that an
Erosion & Sedimentation Control Permit will be required from the Division of Land Resources, Land
Quality Section of NCDENR.

GENERAL NOTES
1. CONTRACTOR SHALL VISIT THE JOB SITE, PRIOR TO BIDDING PROJECT.
2. CONTRACTOR SHALL PROVIDE ALL LAYOUT REQUIRED TO CONSTRUCT HIS WORK.
3. CONTRACTOR SHALL PROVIDE SUFFICIENT PLATFORM MATTING FOR ALL WHEELED/TRACK
EQUIPMENT AND VEHICLES FOR ACCESS OVER MARSH AREAS, WHICH SHALL BE LAID
DIRECTLY OVER EXISTING VEGETATION.
4. CONTRACTOR SHALL FIELD VERIFY EXISTING DIMENSIONS AND CONDITIONS WHERE NEW
CONSTRUCTION JOINTS EXISTING CONSTRUCTION TO SATISFY HIMSELF AS TO EXISTING
CONDITIONS.
5. CONTRACTOR IS CAUTIONED TO ADHERE TO ALL FAA AND AIRPORT RULES AND REGULATIONS
WHEN ENTERING AND ENSTNG THE SITE.
6. CONTRACTOR SHALL ADHERE TO ALL OSHA REGULATIONS.
7. CONTRACTOR SHALL LIMIT THE AMOUNT OF DISTURBANCE WITHIN WETLANDS AREAS TO
ACCOMPLISH HIS WORK.
SITE EROSION CONTROL
1. CONTRACTOR IS RESPONSIBLE FOR AND SHALL UTILIZE BEST MANAGEMENT PRACTICES FOR
TEMPORARY SEDIMENT AND EROSION CONTROL MEASURES WHILE CONSTRUCTION IS IN
PROGRESS.
2 CONTRACTOR SHALL INSTALL SILT FENCING AROUND PROJECT LOCATIONS.
3. NO EXCAVATED MATERIAL SHALL BE PLACED IN ANY STREAM, CREEK, DITCH OR
DRAINAGE —WAY.
4. CONTRACTOR IS RESPONSIBLE FOR RE—ESTABLISHING ALLDISTURBED AREAS OUTSIDE OF
WETLANDS AND SHALL MINIMIZE DISTURBANCE WHILE IN WETLAND AREAS BY USING MATTING
AS NOTED ABOVE.
5. CONTRACTOR SHALL CONTROL ANY SILT/WATER RUNOFF, WHICH WILL BE GENERATED DURING
PILE INSTALLATION AND PREVENT IT FROM RUNNING OFF INTO WETLANDS, CREEKS, DITCHES,
ETC.
