Dear Mr. Rosborough:
On December 18, 2008, the Wilmington Regional Office received a plan revision for Stormwater
Management Permit Number SW8 040836. The revisions include the removal of 0.57 acres of existing
BUA and the addition of 1.4 acres of new BUA, for a net increase of 0.85 acres of built -upon area, for a
Temporary Concrete Batch Plant. The batch plant is a temporary structure located in Drainage Area
#15, to be used to supply concrete for the Runway Rehabilitation project. DA #15 is currently
designated as a low density area. The post -construction percent BUA in DA #15 will be 13%. It has
been determined that a formal permit modification is not required for the proposed changes. We are
forwarding you an approved copy of the revised plans for your files. Please add the new approved plan
sheets to the previously approved plan set. Upon the demolition of the temporary batch plant, the
removal of the BUA associated with it, and the restoration of the area to grass, the permittee shall notify
the Division so that this approved plan revision can rescinded.
Please be aware that all terms and conditions of the permit issued on November 24, 2004, and the
subsequent approved plan revisions, remain in full force and effect. Please also understand that the
approval of this revision to the approved plans for the subject State Stormwater Permit is done on a
case -by -case basis. Any other changes to this project must be approved through this Office pri- `^
construction. The issuance of this plan revision does not preclude the permittee from complyin'
with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over
the proposed activity, and obtaining a permit or approval prior to construction.

1. General Information
a. Name: Temporary Concrete Batch Plant for ILM General Aviation/Taxi-
lane Rehab Phase 2 &3
b. Location: 1820 Gardner Drive, Wilmington, New Hanover (Note: This
project is located in Drainage Area Number 15 of the Wilmington
International Airport Master Plan, Stormwater Permit No. SW8 040836.)
c. Acres in Tract: 4.79 (Site of New Temporary Concrete Batch Plant)
d. Acres Being Disturbed: 0.85
e. Acres in Wetlands: Not applicable
f. Ownership: The site is owned and managed by the New Hanover County
Airport Authority, 1740 Airport Boulevard, Wilmington, NC, 28405.
g. Description of Development Proposal: Set-up of a temporary concrete
batch plant for concrete needed for the Rehab Phase 2 & 3 (See attached
Appendix I and II)
1. Existing Stormwater Permits: This is a requested to revise the
existing Stormwater Master Plan, Permit No. SW8 040836 for
Wilmington International Airport, New Hanover County.
h. Built Upon Area: 13% (See Attached Appendix II)
i. Site Plans: See Attached Site Plans for Existing Site Conditions as well
as Proposed Layout Plan. Note that a existing gassed swales, as well as
the armored trenches (See Appendix IJ). Note that a Temporary Silt
Fence has been erected on the site, and a Truck Washout Pit is planned to
be constructed.

j. Proposed Waste Water Treatment & Water Supply: The water to the
temporary concrete batch plant is local tap water. The wastewater is
generated durine the truck washout. The truck washout wastewater will
be collected in the new Truck Washout Pit. The collected wastewater will
be reused during the bed preparation and concrete pour for dust
suppression and bed preparation.
k. Historic Sites: Not applicable.

are no known non-compliance issues with this project.
2. Stormwater Information
a. River Basin: Cape Fear, Stream Classification & Index Number:
Smith Creek, CFP23, 18-74-63, J27SE7, C; SW (From Bims)
b. Stormwater Design: Low Density, Commercial, and State Stormwater
c. Proposed Total % Impervious Surface: 13% (See Attached Annendix
II)
d. Number of Proposed Treatment Measures:, Truck Washout Pit bermed
and ramped to prevent stormwater inflow, Silt Fence for sediment
removal, Grassed Swales, Armored Trenches, and Forested Depression.
e. Will All Built Upon Area Be Collected: All stormwater from BUAs are
mitigated by the previously mentioned treatment measures.
f. Identify Whether or Not the Project Has Buffer Requirements &
Whether or Not Development Is Proposed Within A Buffer: This
portion of the project is temporary (approximately 6 months) duration
buffers have not been investigated.

Temporary Concrete Batch Plant Operational Description at the
Wilmington Airport. (revised 12-11-2008)
Reference: Project Name: ILM general Aviation Apron/Taxi-lane Rehab Phase 2 U, Project ID:
NewHa-2009-005
The following is general information and specifications about the project from Kenneth S.
Murchison, P.E. (General Superintendent with R.C. Construction Co. Inc.).
Total Project: 7600 cubic yards
Temporary Plant: Vince Hagan Central Mix Concrete Batch Plant, Model number HT-10300,
rated for 275 to 300 cubic yards per hour, concrete dumped into standard trucks.
Project Schedule: 10 Surface Preparation: 4-6 weeks, 1t Pour: 1-3 days, 2"d Surface
Preparation: 4-6 weeks, 2"d Pour: 1-3 days, 3`d Surface Preparation: 4-6 weeks, 3`d Pour: 1-3
days. Total Pour Days with contingency = 10 maximum. Total Project duration with contingency
6 months.
Description of Pour: 3 trucks will be loaded and dumped repeatedly during the day. Truck
washout will occur only at the end of the day due to the proximity of the plant to the actual pours.
Predicted volume of washout water is 50 gallons per truck per day, or 150 gallons per pour day,
or 1,500 gallons Total Project.
Proposed Disposition of Truck Washout Wastewater: Collected in a sediment basin on site
and reused as dust suppression, and bed preparation. Will not be allowed to discharge as
stormwater.
Proposed Disposition of Stormwater: Stormwater runoff from the site will be mitigated in
accordance with the approved Erosion and Sediment Control Plan with modifications and
performance reservations as described in the Letter of Approval dated October 29, 2008 from
Carol Miller CPESC Regional Engineer, Land Quality Section to Julie Wilsey with the New
Hanover County Airport Authority.

would like to wait and resubmit our storm water application until he has the
final approval from the tenant. This way we do not have any future changes.

As a result of my meeting today, the Airport will be submitting a request to schedule an Express review of a Plan Revision
($500.00) to their Master Plan for the construction of the Temporary Batch Plant, which is needed for the runway rehab
project which we exempted. I'd like to schedule their direct submittal (no additional meeting needed) for me to review on
either Monday December 15 or Thursday December 18.

The only thing missing from the application package are the post -construction drawings that
clearly show the extent of the gravel area and the dimensions of the proposed BUA. The
drawings that were submitted show only the concrete bases for the conveyor systems and do not
show any dimensions. Please add dimensions and highlight the gravel that will be laid.
Please submit 2 sets of the revised plans. Since this is a relatively minor addinfo request,
I have elected not to charge a fee. Please submit the plans by Friday morning, December 19,
2008, as I will be on Christmas vacation after that.

Customs Area Drainage Rehabilitation - Phase 1

Dear Linda:
Enclosed please find one set of plans for the Customs Area Drainage Rehabilitation — Phase 1 project
to be undertaken at the Wilmington International Airport. This project includes replacement and
rehabilitation of a failed drainage system in the vicinity of the old airline terminal. The old terminal
building has been demolished and a new International Terminal/U.S. Customs building will be
constructed in that location next year. This project, together with the new international terminal, will
result in no increase in built upon area at the airport. The rehabilitated drainage system will discharge
at the existing outfall location.
It is our expectation that this project is consistent with the Airport's Stormwater Master Plan Permit
No. SW8 040836. If you have any questions or comments regarding this project, please let me
know.
