Inspection Summary:
A routine inspection of the Village Oaks Mobile Home Park WWTF was conducted on July 11, 2023. The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQ0002571. Lee Buck, ORC, was present during the inspection.
This facility is a 786,522 gallon facultative lagoon system with a hydraulically connected 332,486 gallon storage lagoon and
3.6 acre spray irrigation field. It serves the Village Oaks Mobile Home Park and was originally permitted in 1985. The spray
area appears to be in much better condition than the last inspection in January 2020. A review of monitoring reports show
no violations. The west, east and north edges of the spray area slopes down considerably and irrigation needs to continue to
operate so no run-off occurs during spray events.
The facility was found to be non -compliant for the following issues:
1. There was some erosion of the east side of the facultative lagoon causing a low point along the berm. The water level
gauge needs to be surveyed again to this lowest part of the lagoon. Currently, the freeboard appears to be 1 foot from the
lowest point.
2. Documentation of maintenance for the irrigation equipment and field were not available.
3. Flow calibration records of the irrigation equipment, since the last inspection, were not available.
4. The BORC listed for the facility has an invalid certification.
A Notice of Violation will be issued. Please see the comment sections of the inspection report for more details.

The irrigation flow meter calibration records could not be located. The operator scheduled a
contractor to calibrate the flow meter for the same day, after inspection. Annual soil analyses
for the last three years were available for review.

Comment: The irrigation field has improved since the last inspection. The west, east and north edges of
the irrigation field slope down considerably. Care needs to be taken during spray

avoid any run-off in these areas. The pump appears to have been replaced to apply
