8. PROJECT SUMMARY:
Mr. Kevin Amory of Insight Planning and Development has submitted the following
application of behalf of the Town of Columbia for the installation of an additional 8’ x 48’
platform section on their currently existing 8’ x’ 20’ platform to create a 8’ x 68’ single level
platform with 2 additional tie pilings located at each end of the new structure. The project
site is located off SR 1241 adjacent to the HWY 64 bridge access that crosses the
Scuppernong River in Columbia, Tyrrell County, North Carolina.
9. NARRATIVE DESCRIPTION:
The site involves a .6-acre tract of land adjacent to the Scuppernong River that is used as a
municipal park by the town’s residents and tourist. The majority of the shoreline in the project
area is stabilized with vertical bulkhead with an existing wooden access ramp leading down to
the property from Hwy 64 West. Landward of the bulkhead are wooden walking paths, picnic
tables, outdoor grills, and a gazebo surrounded by various upland grasses some pine trees and
various scrub shrub growth. There are section 404 wooded wetlands that have been identified
on site. However, no wetlands exist in the vicinity of the proposed project.
The adjacent upstream (North) property is a large area of wooded wetlands containing the
remnants of the decommissioned HWY 64 bridge. The downstream property (south) of the
project area abuts the currently used HWY 64 bridge and areas of wooded wetlands.
The site elevation is ±1’ above normal water level (NWL) along the Scuppernong River and is
classified as SC at the project location by the Environmental Management Commission. The
area along the Scuppernong River is coastal fishing waters and there were no SAV’s on site at
the time of field visit. The applicant has acquired two previous general permits, one for
shoreline stabilization and the other for the current pier and docking facility.
10. PROJECT DESCRIPTION:
The applicant proposes to add a 8’ x’ 48’ platform addition and 4 tie pilings to the currently
existing 8’ x20’ T-head platform and the end of the existing pier. The additional 8’ x’ 48’
section would create a 8’ x’ 68’ single level platform with two sets of tie pilings extending
from each end of the newly constructed platform. The tie pilings would extend off the North
and South ends of the platform a maximum of 20’ to allow larger boats access to the 544ft²
uncovered platform.
11. ANTICIPATED IMPACTS:
The project will result in short-term localized turbidity from the construction and installation of
the platform and tie pilings. The total project will result in 544ft² of shaded river bottom. This
will use 544ft² of the land owners 2,000ft² of allowable shaded platform area.

Use and Daily Operations of the Project When Complete
Proposed Development Purpose:
Site will remain as a municipal park. The 8' x 48' dock expansion to create a 8' x 68' platform will allow for additional public access to
the park from the water, the docking of larger boats such as tour boats and will allow docking of boats such as the Periauger and
Elizabeth II during the annual Scuppernong River Festival. The County of Tyrrell requests that the entire dock expansion be on the
same elevation.

Application Narrative:
In 2008, the County of Tyrrell was deeded the land for the waterfront park from
NCDOT after the new US 64 bridge was built and the old US 64 bridge section was
dismantled. The park lies in between the old road section and the new bridge
along side the Scuppernong River. The park is the location for the annual
Scuppernong River Festival. In 2017, the County received a permit to build a 40
foot pier with a platform of 8x20 that is perpendicular to the pier. In 2018,
the County received a permit to replace the old wooden bulkhead with 500 feet of
vinyl bulkhead. In 2018, the Belle of Washington (tour boat) was used by 65
tourism officials and legislators to tour historic waterfront towns in the
Albemarle region. The tour boat was not able to dock at the 8 x 20 platform and
had to off load the guests via a ramp directly onto land. Additionally, the park
is the location for the annual Scuppernong River Festival and they are unable to
host larger boats during the Festival. The County has made application and
received two grants for the expansion of the platform so they can provide great
water access to the park for the public, to host tour boats and expand the
Festival. The County is requesting to expand each end of the platform by 8 feet
wide and 24 feet long, with two mooring dolphins at each end spaced 10 feet on
center. This would create a 8' x 68' platform, accounting for 544 square feet on
one level. The County was informed that 144 square feet of the new platform area
exceeds the limit of platform area on a single level and a CAMA Major Permit
would be required for the proposed docking facility.
In the grant applications, the County stated that the platform expansion would
be ADA compliant. The County does not want to go back and request permission for
the platform to not be ADA compliant. This could jeopardize their funding and
delay the project. Also, the County does not know if the change in elevation
would impact the intended use by tour boats.
The County requests the entire 544 square feet of platform area be on the same
level to comply with ADA standards.
