Division of Water Resources' Central and Regional staff has reviewed the application package
received on November 21, 2022. However, additional information is required before the review may be
completed. Please address the item on the attached page no later than the close of business on May 31,
2023.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding item
in Section A, or failure to provide the additional information on or before the above requested date may
result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).
Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed and dated (where needed), with an

A. Monitoring Requirements:
The submitted Minor Modification request for Permit WQ0002708 states that the IDEXX Colilert
18 method for Fecal Coliform should be included for the facility. However, the IDEXX Colilert 18
method is not an accepted method for Non -Discharge permits. To include this method in the permit,
the applicant should request Alternative Design Criteria (ADC) in accordance with 15A NCAC
02T .0105(n). This rule states that the Director shall approve ADC if the applicant can demonstrate
that the alternative will provide:
➢ Equal or better treatment of the waste;
➢ Equal or better protection of the waters of the state; and
➢ No increased potential for nuisance conditions from noise, odor, or vermin.
