If the proposed change meets the definition of a minor modification

%20environmental%20management/subchapter%20h/15a%20ncac%2002h%20.1002.pdf) you can submit this as a
minor modification (https://deq.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater-
program/post-construction-program/new-permits-permit-modifications) otherwise, yes, it would need to be submitted
as a major modification via the SWU-101 form.

Jim,
In talking with Randall Moore at the City of Statesville, we understand the proposed project at St. Philips in Statesville
will need to update the existing State Stormwater Permit (SW3170101, dated 01/17/2017).
We have updated the proposed site design to show no increase in impervious area from what was approved as part of
that permit, however, we are not the consultant who permitted SW3170101 in 2017.
Should the current project be submitted as a standard submittal (Form SWU-101) and noted as a “modification” in Part
II.1.a.?

Jim,
I hope you are doing well. We are working with the Diocese on a proposed project at St. Philips the Apostle in Statesville,
North Carolina and we have a couple of questions on the stormwater design for a Low Density site. During our pre-
submittal meeting with the City, they referenced a State Stormwater Permit associated with this parcel (SW3170101,
see attached).
Based on the existing vs. proposed impervious area, the new project will be Low Density (1,315 sf additional BUA; BUA
Density = 1.0%), however, there is a courtyard area with area drains that are proposed to be piped (blue hatching &
highlighted pipe). We are also piping downspouts from the proposed building which match the existing conditions (blue
hatching & highlighted pipe), see attached .pdfs.
Even with the proposed piping, we are requesting this site still be considered Low Density based on 15A NCAC 02H
.1003(6)(a) “… equal or better stormwater control…” based on the following:
Red-hatched area: Drainage discharge points and impervious area to those discharge points do not change in
proposed conditions.
Blue-hatched area: Drainage direction matches existing conditions (see attached “…existing drainage
pattern.pdf”) and increase in increase in BUA will not be 10% higher than current annual runoff volume (thus
meeting requirements for Runoff Volume Match).
