Dear Scott Yelton:
In accordance with your application for a discharge permit received on June 16, 2023,we are
forwarding herewith the subject certificate of coverage (COC)to discharge under the subject state-
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
In order to comply with-the conditions-of NCG130000to which you are now subject,you are
required to do the following:
➢ Develop and Implement a SWPPP within 12 months of permit issuance.
➢ Download and print a copy of the NCG130000 Permit from the General Permits page on the
NPDES Industrial Stormwater Program web site,which can be reached by typing
"deq.nc.gov/SW-industrial" into your browser and hitting enter.
➢ When you receive an invoice for your annual permit fee each year,pay it promptly. Electronic
payment is convenient and quick,you can access the ePayment web site by typing
"deq.nc.gov/SW-ePnments'into your browser and hitting enter.
➢ If you have not already enrolled in electronic Data Monitoring Reports (eDMR),view the six
step process and complete the registration by typing"deq.nc.gov/SW-eDMR" into your
browser and hitting enter.
➢ Keep information about your facility name,ownership,legally responsible person,address, and
stormwater outfalls up to date. See the Industrial Stormwater Program web site for
instructions.

➢ Per the monitoring requirements of the newly renewed General Permit NCG130000,permittees
will have a grace period from analytical monitoring until the start of Quarter 1 (January 1 -
March 31) 2024.Qualitative monitoring shall be conducted as usual.
➢ Per the requirements of the Catawba Riparian (streamside) Buffer Rule (15A NCAC 02B.0243),
all stormwater runoff into the riparian buffer shall meet dispersed flow requirements of 15A
NCAC 02H .1002 for portions of the project built after June 30, 2001. Also,drainage
conveyances (drainage ditches,roadside ditches,and stormwater conveyances)through
riparian buffer must meet requirements of the Catawba Riparian buffer rules,per 15A NCAC
02B.0243.
Please take notice that this certificate of coverage is not transferable except upon approval from the
Division of Energy, Mineral, and Land Resources (Division). The Division may require modification
or revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Resources,the Coastal Area Management Act, or any other federal or local
government permit that may be required.
