This summary of findings for 2022 (Year 6) for the Hathaway Switching Station stream restoration
has been prepared by RES on behalf of Dominion Energy. This visual inspection has been
prepared consistent with the reporting requirements specified in the Proposed Stream Mitigation
Plan for the Hathaway Switching Station project (DWR # 15-1279 and SAW-2015-01994) and
includes a summary of the visual inspection and photo documentation of current conditions on -
site. Visual inspections of the site were performed in the spring and fall of 2022 on March 16t" and
September 21 st respectively.
The site is located 0.5 miles south of Battleboro, North Carolina and is east of Hathaway Street
and south of Crepe Myrtle Street. The restored stream channel is an unnamed tributary of Beech
Branch and is within the Upper Tar watershed (03020101). This tributary was designed as a
coastal stream with a focus on floodplain connection, so the stream is expected to meander as
point bars form and the bank adjusts. The upstream half of the site consists of an open,
herbaceous dominated field, while the downstream half of the site consists of a densely vegetated
young hardwood/sapling community. Overall, the stream is well vegetated with woody volunteers
found within the veg plots.
Visual inspection of stream morphology in the upper and middle areas found single channel flow
with no evidence of erosion. RES noted an increase in beaver activity this year, resulting in the
creation of several pools throughout the site. In the spring, the lower stream area contained
sediment collection resulting in channel braiding. In the fall, flow had re-established as two
channels. These changes in the substrate are within the intended design as the sandy substrate
is more prone to transport depending on flow events.
During the fall visual inspection, RES noted that the rip rap area on the left bank near the corner
of the substation continues to be working to stabilize the area. The area was also seeded with
highly wet -tolerant species which appear to be thriving and contributing to the stabilization of the
area. Based on the visual inspection, the Hathaway Switching Station stream restoration appears
to be functioning as intended. Overall, the woody vegetation appears healthy, and the stream is
performing as intended within the designed floodplain.
Representative photos are included in Attachment A for reference.
In response to your email dated September 26, 2022, requesting data supporting the
performance metric requiring documentation of four separate bankfull events in four separate
years, we provide the following evidence. In 2017, 2018, and 2019, bankfull events were
recorded on the on -site stream gauge. You can see the flow height peaking over the bankfull
line (at 0.9 ft) on the graphs in Attachment B. RES was able to identify evidence of bankfull
events in 2021 and 2022 from photographs taking during monitoring that show vegetation laid
down from out of bank flows, drift accumulation of debris, and/or evidence of a rack line. These
photos are included in Attachment C with a timestamp of the date and time they were taken and
arrows pointing to bankfull event indicators.
