As Environmental Health and Safety Manager for SGL Carbon, LLC (SGL), we respectfully submit
this letter in response to the Notice of Violation ("NOV") issued by North Carolina Department of
Environmental Quality ("NCDEQ") dated July 6, 2023.
As described herein, the NOV relates to compliance with permit No. NC0005258, total residual
chlorine levels were not in compliance with the permit. This response describes, based on a review of
the events in question, how and why the incident occurred.
Description of Violation
On June 18, 2023, NCDEQ conducted an inspection of the De -chlorination system. The system
was not effective at adequately mixing during high flows. Total Residual Chlorine readings on 6/18/23:
234ug/L, 125ug/I and 68 ug/L. SGL permits allows for at or below 50ug/L.
Corrective Action
SGL is committed to prevent or abate the emissions of harmful pollutants from company
operations. Short term action was to increase the amount of bisulfate solution. Long term action is to
conduct a study on the current system and design an automated bisulfate solution that will auto adjust
based on flow.
