Inspection Summary:
A routine compliance inspection of the Hestron Park WWTF was conducted on July 11, 2023. The purpose of the evaluation
was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0003271.
Operators, Anthony Futrell and Eddie Boyles, were present during the inspection.
This 67,000 gpd extended aeration plant treats the wastewater from the shopping center located just west of the facility. The
plant averaged 11,000 gpd in April of this year. A review of records for the permit cycle shows a total of 4 BOD and 1
Ammonia effluent limit exceedances. Monitoring Wells #1, #3, #4 and #5 have had many TDS exceedances and MW #4 has
had continuous Chloride limit exceedances. It was found, in the past, that the influent tends to have high Chloride and TDS
levels. Monitoring Well #4 has had continuous Nitrate limit exceedances during the permit cycle and in previous cycles. It is
located approximately 40 feet from high -rate infiltration Field #1 and approximately 50 feet from the property boundary. The
Wilmington Regional Office will be recommending the addition of a permit condition with a compliance schedule in the new
permit to address the groundwater impacts, per 15A NCAC 02L .0106(d)(2).
The facility is compliant with Non -Discharge Permit WQ0003271. Please review the comment sections of the inspection

Comment: The influent pump station is located in the shopping center located just west of the plant. It is
inspected weekly and documentation of inspections and maintenance is reported on a tablet
using a software program. A Fats, Oil and Grease pamphlet is mailed out to the stores
annually. The pump station is connected to the Missions telemetry system and calls the
operator regarding any alarms.

Comment: A spreadsheet is used to log operations and maintenance is tracked by a workorder system.
Field parameters are analyzed by operators, Field Lab Certification #5162. Envirochem Lab is
contracted to analyze all other parameters and to collect and analyze the monitoring wells. MW
#4 has had continuous Nitrate and Chloride limit exceedances during the permit cycle. MW #1,
#3, #4 and #5 have had many TDS exceedances. The Hach composite sampler
was located in
a small structure for protection from the elements, and temperature inside the sampler was 4
degrees Celcius.
