Old Greensboro Rd, High Point, NC 27265 Single -Family Residence Domestic Wastewater Treatment System NPDES WW General Permit No. NCG550000 Certificate of Coverage No. NCG550246 Davidson County Dear Mr. Aiken: On June 9, 2023, Division of Water Resources (DWR) Winston-Salem Regional Office (WSRO) staff Jesse Barnes conducted a routine compliance evaluation inspection at the single-family residence wastewater treatment system located at 979 North Old Greensboro Road, High Point, NC 27265, in reference to NPDES general permit NCG550000 and certificate of coverage NCG550246. Mr. Christopher Peter Aiken, owner, was present during the inspection. A review of the subject permit, structures, treatment components, operations, and maintenance was completed. This review reflected noncompliance with the subject permit. Items of concern observed during the inspection are listed below. Items of Concern 1. Mr. Freeze stated that no effluent monitoring has been conducted, as required by Part I, Section C. (1.) of the subject permit. 2. The active ingredient(s) of the disinfection tablets in use was unknown. Mr. Aiken was instructed to use domestic wastewater treatment tablets with the active ingredient calcium hypochlorite. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1. Mr. Aiken stated that no effluent monitoring has been conducted, as required by the subject permit. 2. The active ingredient(s) of the disinfection tablets in use was unknown. Mr. Aiken was instructed to use domestic wastewater treatment tablets with the active ingredient calcium hypochlorite. Other observations: Mr. Aiken stated that the septic tank is pumped approximately annually, records were not requested. One tablet chlorinator tube (accessible via trail through wooded area marked with orange flags leading north/northeast from the home) was observed during the inspection, it contained a tablet, and appeared to be operating properly. Mr. Aiken stated that he applies approximately one tablet each month to the chlorinator tube. The outfall was not safely accessible during the inspection due to mud and steep gradients. Mr. Aiken stated that he inspects the outfall regularly and was aware of its location.
