All, Thank you for your PCN, dated 4/18/2023, for the above referenced project. I have reviewed the information and need clarification before proceeding with verifying the use of Nationwide Permit (NWP) 29 (https://saw- reg.usace.army.mil/NWP2021/NWP29.pdf). Please submit the requested information below (via e-mail is fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or consider your application withdrawn and close the file: 1) Based on topographic information available in our office (LiDAR, etc.), we require additional information to allow evaluation of all potential waters of the US within the additional delineation review area (Parcel # 6893455692- 000). a. Please provide a Wetland Determination Data Form pair as well as several photographs from differing aspects for the topographic depression centered at approximately lat/Ion: 36.0414105,-80.0330498. b. Note that, upon evaluation, we may require a field review to confirm presence/absent and/or extent of potential waters of the US within the area of potential impacts proposed as part of this project. Currently our earliest available field review date would be Wednesday, 5/31/2023. 2) Provide a revised plan and profile view of Crossing "A" that clearly distinguishes the footprint of the proposed keyed -in rip rap pad and temporary impact areas, in addition to the culvert. 3) Crossing "C" proposes 34 linear feet (211 ft2) of temporary impacts for a sewer crossing and temporary pump around. However, the scaled impacts from the plan sheet provided appear to show —56 linear feet (348 ft2) of temporary impacts for the coffer dam and sewer line corridor combined. Please update/revise the plan view to clearly show the footprint of proposed temporary impacts, and update the PCN and pan sheet accordingly to accurately report proposed stream impacts. 4) The profile view for Crossing "C" shows that the cover between the top of the sewer pipe and stream bed is approximately 1 foot. Based on several recent instances (on other projects in the NC piedmont) of survey data discrepancies and changes in stream bed elevations, the Corps is concerned that this sewer line could be installed exposed within the stream bed - or become so - based on the dynamic nature of stream bed sediments. Would it be practicable to install the sewer line deeper under the stream bed, or otherwise provide structure to the stream bed on the downstream side of the proposed impact, to prevent such issues? 5) Please note that responses to the questions above may prompt additional information requests to allow full evaluation of the proposed project.
