The N.C. Department of Transportation (NCDOT), Division 12 Project Development Unit, is
reinitiating the project development, environmental and engineering studies for the subject
project. State Transportation Improvement Program (STIP) Project U-5964 proposes to improve
the 5-approach intersection at US 21 (Sullivan Road) and US 64 (Davie Avenue) by converting
the intersection to a roundabout. This project was previously reviewed through the State
Clearinghouse in November 2018 and was designated as File # 19-E-4220-0106.
This project is included in NCDOT's 2020-2029 STIP and is scheduled to begin right of way
acquisition in Fiscal Year (FY) 2024 with construction beginning in FY 2026. This schedule is
subject to change. This project is federally funded, and a Categorical Exclusion (CE) Checklist is
anticipated. A scoping meeting is not anticipated at this time. The project team will coordinate
with agencies during the planning process.
Attached for your review and comments is the scoping information for the proposed project. We
would appreciate any information you might have that would be helpful in evaluating potential
environmental impacts of the project. If applicable, please identify any permits or approvals that
may be required by your agency.
