SUBJECT: Compliance Evaluation Inspection
Greensboro Petroleum Breakout Facility
NPDES Permit #: NCO051161
Guilford County
On May 24th, 2023, Division of Water Resources staff Ron Boone conducted a routine compliance
inspection at the Products SE Pipe Line Corporation PPL Greensboro Petroleum Breakout Facility. Kelly
Joyce, Operator in Responsible Charge (ORC), and Cody McCuiston, Backup ORC, were present during
the inspection. A review of records, data, treatment components, and structures was completed. This
inspection reflected compliance with the subject permit.
Observations:
1. All site drainage is collected in a network of containments, pipes, and ditches, and is conveyed to
one of two concrete -lined wet storage ponds.
2. There are two outfalls, 001 and 002. Discharge from 001 is measured with a staff gauge and
flume and discharge from 002 is measured using an ultrasonic flow device. The ultrasonic meter
is checked for accuracy at least annually using a bucket and a stopwatch and comparing the result
to the flow meter.
3. When it is necessary to discharge, operators evaluate condition of pond contents and open
normally closed locked gate valves to release the pond contents. Effluent from both outfalls goes
to East Fork Deep River, Class WS-IV* waters in the Cape Fear River Basin.
4. Discharge monitoring reports and laboratory reports for July 2022 and January 2023 were
reviewed and no discrepancies were noted.
No other items of concern were noted.
Please be aware that pursuant to North Carolina general statute (NCGS) 143-215.6A, the Division may
assess civil penalties not to exceed $25,000 per day against any person who fails to fully comply with the
requirements of a permit issued pursuant to NC General Statute (NCGS) 143-215.1., as is NC0088552.
