Mr. Dodd,
On May 5, 2023, the Division of Water Resources (Division) received your applicaƟon requesƟng a 401 Water Quality
CerƟficaƟon from the Division for the subject project. The Division has determined that your applicaƟon is incomplete
and cannot be processed. The applicaƟon is on‐hold unƟl all of the following informaƟon is received:
1. ApplicaƟons for a water quality cerƟficaƟon must contain a map(s) or sketch(es) with a scale(s) and a north
arrow(s) that is legible to the reviewer and of sufficient detail to delineate the boundaries of the lands owned or
proposed to be uƟlized by the applicant in carrying out the acƟvity; the locaƟon, dimensions, and type of any
structures erected or to be erected on the lands for use in connecƟon with the acƟvity; and the locaƟon and
extent of the receiving waters, including wetlands within the boundaries of the lands. Please provide project
plans that clearly depict the exisƟng condiƟons and proposed acƟviƟes so that the Division can fully evaluate the
project’s impact to water quality. [15A NCAC 02H .0502(a)(9)]
Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish all of the above requested informaƟon for the
proper consideraƟon of the applicaƟon. Please provide your response by July 14, 2023. If all of the requested
informaƟon is not received, the Division will be unable to approve the applicaƟon and it will be denied as incomplete.
The denial of this project will necessitate reapplicaƟon to the Division for approval, including a complete applicaƟon
package and appropriate fee.
