Facility Summary
Greensboro Piedmont Terminal is an industrial facility (flow < 1 MGD) operating a Surface -Water
Pollution Control System for stormwater in proximity to above -ground storage tanks (ASTs) and surface
bulk -storage of petroleum hydrocarbon fuels in excess of one million gallons.
The existing treatment components at the facility are the following:
• Two (2) diked areas (secondary containment of ASTs and appurtenant piping)
• Two (2) truck loading rack areas, each followed by oil/water separators
• Two (2) holding ponds in series:
o draw -off lagoon (with aeration devices)
o drainage lagoon (settling pond to outfall)
• Discharge control valve, manually operated/normally closed (a point -source discharge)
The DMR reporting requirement was waived for this facility in March 2015. Tim Yancey with
TransMontaigne informed DWR in 2015 that the tanks, piping and equipment at this facility were
evacuated of all products in January 2007 and the facility has sat idle with no plans to reactivate the
terminal since then. Based on a review of available DMR data, there have been only five discharge events
since monitoring was waived, with all five discharges taking place in July 2018.
Permit writers should note that this facility previously held coverage under the groundwater remediation
general permit (NCG510454) at the site. Coverage under NCG51 was rescinded on October 8, 2019 based
on information from the Winston-Salem Regional Office, stating that the Guilford Dept. of Public Health
concluded that the contamination had been removed to sufficient levels and the system could be
permanently shut down.

Renewal Summary
This renewal contains the following changes:
• Corrected the parameter code for Oil & Grease from [00556] to [00552].
• Updated Section A. (2) and corresponding footnote in A. (1) with correct language for Annual,
Acute 24-hour WET testing [TAE6C], per permitting guidance for Petroleum Bulk -Storage
facilities.
• Updated Section A. (4) and footnote #1 in Section A. (1) to reflect current federal requirements for
Electronic Reporting of Discharge Monitoring Reports.
Compliance History
Greensboro Piedmont Terminal has had no enforcements or violations during the past permit cycle. The
most recent inspection (January 2020) showed the facility to be in compliance.
Whole Effluent Toxicity (WET) Testing
In accordance with current permitting strategies for Petroleum Bulk -Storage facilities (see Sept 2005
Strategy), WET testing is required in this permit as an Acute, Pass/Fail 24-hour WET test [TAE6C] with
Fathead Minnow (Pimephales promelas). This facility will continue to test Annually, however if the
permittee fails any TOX test, they will be required to test each subsequent discharge until receiving a
"pass" result, and monitoring will be changed to Quarterly thereafter.
Reasonable Potential Analysis
A reasonable potential analysis (RPA) would normally be performed during a renewal, however due to the
lack of recent data as monitoring has been waived for the past 5+ years, an RPA was not performed.
Comments on Draft Permit
• WSRO had no concerns regarding the draft permit.
• Public Water Supply approves of permit renewal.

Notice of Intent to Issue a NPDES Wastewater Permit NC0069256 Greens-
boro Piedmont Terminal The North Carolina Environmental Management
Commission proposes to issue a NPDES wastewater discharge permit to
the person(s) listed below. Written comments regarding the proposed
permit will be accepted until 30 days after the publish date of this notice.
The Director of the NC Division of Water Resources (DWR) may hold a pub-
lic hearing should there be a significant degree of public interest. Please
mail comments and/or information requests to DWR at the above ad-
dress. Interested persons may visit the DWR at 512 N. Salisbury Street, Ra-
leigh, NC 27604 to review the information on file. Additional information
on NPDES permits and this notice may be found on our website: https://d
eq.nc.gov/public-notices-hearings,or by calling (919) 707-3601.
TransMontaigne Operating Company, L.P. has requested renewals of per-
mit NC0069256 for the Greensboro Piedmont Terminal located at 6907E W
Market St in Guilford County. This facility is a surface -water pollution pre-
vention system discharging treated stormwater/wastewater to an un-
named tributary to East Fork Deep River in the Cape Fear River Basin. Cur-
rently Total Suspended Solids and Turbidity are water -quality limited.
This discharge may affect future wasteload allocations in this portion of
East Fork Deep River.
