the 2023 NFL Draft on
Friday night in Kansas
City, Mo.
Hooker was the fifth
quarterback to be drafted,
following Alabama's
Bryce Young (No. 1 over-
all to Carolina), Ohio
State's C.J. Stroud (No. 2
to Houston), Florida's
Anthony Richardson (No.
4 to Indianapolis) and
Kentucky's Will Levis
(No. 33 to Tennessee).
The Lions reached the
playoffs last season with
Jared Goff as their starting
quarterback. Goff, 28, is
signed through 2024.
Nate Sudfeld was the only
other quarterback on the
roster entering Friday.
Hooker was trending
toward being a Heisman
Trophy finalist during a
second straight stellar
season for the Volunteers
and wound up fifth in
Heisman voting after
throwing for 3,135 yards,
27 touchdowns and only
two interceptions over 11
games.
However, his 2022
season ended abruptly
when he tore the ACL in
his left knee in a game
against South Carolina on
Nov. 19.
In an article published
Tuesday, Hooker told The
Athletic that he expects to
be "100 percent cleared"
to play by Sept. 1. He also
shared videos on social
media this week showing
him working out, saying it
was his first day of drop-
ping back to throw rough-
ly five months after the
injury occurred.

Three University of

killed in a November
shooting on campus were
honored Thursday by the
NFL shortly before the
first round of its draft
began.
Devin Chandler, Lavel
Davis Jr. and D'Sean Perry
were ceremonially drafted
with "the first picks" of
the event, Commissioner
Roger Goodell told thou-
sands in attendance in
Kansas City, Mo. Goodell
added that the three were
being welcomed to "the
NFL family."
Two Virginia alumni,
NFL Network reporter
Melissa Stark and former
standout offensive line-
man D'Brickashaw Fergu-
son, spoke about Chan-
dler, Davis and Perry.
Goodell then presented
jerseys for the slain Cava-
liers, each with the num-
ber 23, to family members
of the players assembled
onstage. Chandler's name
adorned a Jacksonville
Jaguars jersey, Davis's was
on a Baltimore Ravens
jersey, and Perry's was on
a Miami Dolphins jersey.
Several family members
could be seen reacting
with emotion to the cere-
mony.

cember.

NFL before its draft got
going Thursday was Dart-
mouth coach Buddy Tee-
vens, whose right leg was
amputated after he was
involved in a bicycle crash
last month. Teevens, 66,
also suffered spinal cord
damage when he was hit
by a pickup truck while
trying to cross a road in
Florida.
Goodell said he and the
NFL "send our love and
best wishes" to Teevens
and the coach's wife.
"Thank you for all that
you do for the game of
football," the commission-
er added.

Poe Hall - Fire Protection Systems
NC State University is seeking qualification statements from general contractors
for improvements to Poe Hall - Fire Protection Systems, located in NC State's
north campus precinct. This multi -phased project installs a Fire Protection Sys-
tem and addresses code deficiencies for the seven -story Poe Hall (built 1970).
Phase 1 installs an electric fire pump and sprinkler riser, with valved stub -outs
at each floor to facilitate future renovations by floor. Phase 1 also adds a new
addressable Fire Alarm Control panel that will interface with the existing Notifier
5000 panel. Site work includes bringing a new fire line to the building, a back -
flow preventer, and repairing/restoring landscape and hardscape.
A qualification application document must be submitted by 5:00 pm, May 29,
2023, to David Hammock, project manager, by email only. No hard copies will
be accepted. Application packages will be available electronically after April
30,2023.
NOTE: The SCO Prequalification Package has been updated recently. Please
use the project -specific form provided by NC State. Submissions on any other
form will be considered non -responsive.

The Town of Holly Springs [P.O. Box 8, Holly Springs, NC 27540] has requested
renewal of NPDES Permit NCO063096 for its Utley Creek Water Reclamation
Facility in Wake County. This permitted facility discharges treated municipal and
industrial wastewater to the Utley Creek, a class C water in the Cape Fear River
Basin. Some of the parameters in this permit are water quality limited. This dis-
charge may affect future allocations in this segment of the Cape Fear River. The
Town of Cary [PO Box 8005, Cary, NC 275121 has requested renewal of NPDES
permit NCO088846 for its Western Wake Regional Water Reclamation Facility,
located in Wake County. This facility discharges treated municipal and industrial
wastewater to the Cape Fear River in the Cape Fear River Basin. Some of the pa-
rameters in the permit are water quality limited. This discharge may affect future
allocations in this segment of the Cape Fear River. Written comments regarding
the proposed permit will be accepted until 30 days after the publish date. The
Director of the NC Division of Water Resources may hold a public hearing should
there be a significant degree of public interest. Interested persons may visit the

Notice of Intent to Issue a Special Order by Consent
Public notice of intent to issue a State Consent Order to the following: Jones
Estates Pace LLC (P.O. Box 14466, Durham, NC 27709) has requested Spe-
cial Order by Consent No. S22-004 for Pace Mobile Home Park, a 15,000
GPD wastewater treatment facility under the authority of discharge permit
NC0064246. The Pace Mobile Home Park discharges treated wastewater to an
unnamed tributary to Buffalo Creek in the Neuse River Basin. The Environmental
Management Commission proposes to issue the Order per Article 21 of Chap-
ter 143, N.C. General Statutes, and other regulations effective June 9, 2023.
Compliance with this Order will require Jones Estates Pace LLC to complete
construction to upgrade and repair the treatment system. Jones Estates Pace
LLC shall comply with the NPDES permit limits with the exception of the interim
limits and monitoring identified in the Order. This Order will expire on February
15, 2024. A copy of the Order is available upon request by contacting Sydney
