Dear Mr. Lambert:
On 6/27/2023 Tricia Lowery of the Winston-Salem Regional Office met with you to perform a
Pretreatment Compliance Inspection (PCI). Michael Weir and Tim Smith were also present for the
inspection. The purpose of this inspection was to determine the effectiveness of the County's pretreatment
program, which includes reviewing the files, POTW plant performance, industry monitoring data, and
adherence to the enforcement response plan (ERP).
Background
This is a 1.5 MGD permitted facility. The County has 1 Significant Industrial Users (SIUs), which is not
categorical. The publicly owned treatment works (POTW) had no violations in 2022.
POTW Interview
No problems related to industrial discharges incoming to POTW. The industry was not in SNC for 2022.
Reviewed July and December DMRs against LTMP data. No issues found. They conduct semi-annual
testing (split sampling with Ingersoll Rand). All files are in good order.
Pretreatment Program Elements Review
The Headworks Analysis (HWA) was submitted on 9/21/21 and still awaiting approval. The next HWA
due date will be determined once reviewed and/if approved.
The IWS was last approved on 8/25/2020. The next IWS is due 4/30/2025.
The Sewer Use Ordinance (SUO) was approved on 11/6/2017.
The Enforcement Response Plan (ERP) was submitted on 6/2/2020 and approved on 9/2/2020.
The Long -Term Monitoring Plan (LTMP) was submitted 3/27/2018 and approved on 3/28/2018.

LTMP File Review
The Long -Term Monitoring Plan (LTMP) is being conducted at the proper locations and frequencies
(2/year).
Industrial User Permit (IUP) File Review
A review of the file for Ingersoll Rand (#0004) revealed that the monitoring data was well organized and
compliant.
The slug control plan for Ingersoll Rand (#0004) was in good order.
Action Items
No other action items were noted.
The pretreatment program is considered satisfactory. Mr. Weir runs an adequate pretreatment program. If
