Dear Ms. Roland,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package
(BPDP) from Water & Land Solutions, LLC (WLS) for the Salem Mitigation Site (Site) in 2023, for
review and approval under the terms and conditions of the Salem Nutrient Offset Banking Instrument
for Nutrient Offset Credits (NOBI) received on February 3, 2023. Effective June 2, 2023, the NOBI
was made and entered into by Water & Land Solutions, LLC (WLS) acting as the Bank Sponsor, and
the DWR. DWR reviewed the BPDP and NOBI documents and provided comments and
recommendations. DWR received a revised BPDP and NOBI that addressed all comments and
recommendations. The table below summarizes the timeline of the BPDP and NOBI:

The closing date for the public notice was May 8, 2023. DWR received no comments regarding the
subject BPDP or NOBI documents. These documents are now approved and can be found online

This approval letter now authorizes WLS to begin implementing their riparian restoration plan
including all activities and earthwork necessary to generate the proposed nutrient offset credits
