I'm sorry for the frustration with this. To help explain the timeline, our Administrative Assistant at the time was on
maternity leave until March, and when she returned, she took on a different position in our unit. Joyce has joined our
team since than and now handles eDMR registrations and permit updates. There was a time there when we couldn't
process requests even into spring as Joyce learned the process, and there were a lot to catch up on. We apologize for
the lengthy delay as both transitioned into their new roles. There is a lot to learn in the Stormwater Program, and we
were fortunate to have both of them learning new jobs instead of no one in those jobs at all!
For this one in particular, there is still another unresolved issue,though:
You requested an update to the Owner Affiliation for this owner entity, Georgia Pacific Wood Products LLC. That entity
is tied to both permits you reference, NCG210166 and NCG210168. However,there is only one legally responsible
official (i.e., Owner-Owner Affiliation)who can be associated with that owner entity, and that person will therefore be

designated as the Owner Affiliation for BOTH permits. We cannot have one plant manager be the responsible official
for one permit and a different plant manager fill that role for the other permit. This is especially important for eDMR
registration, and that was probably the hang-up for completing registration for this one. Permit-specific and Facility-
specific contacts can of course be designated (different Plant Managers are perfectly appropriate for one or both of
those), and those people may have delegated signature authority. But we can only identify one responsible official for
the company entity that operates these permits.
Can you please provide us with an Owner Affiliation form and DOSA forms that reflect the appropriate individual further
up in Georgia Pacific Wood Products LLC who should assume legal responsibilities for these environmental permits?
Most likely,the eDMR registration forms will need to be revised accordingly, so please work with Joyce on that. I hope

The COC's attached look fine. I have been trying to get our information corrected for many months now. Is there
someone I can talk to about next steps?What do we need to do to get everything correct?
- 1/27/23 1 submitted a contact update request through the website to change the facility contact and billing
contact-The name was changed but the email and phone number were not. I remember having a conversation
with someone that I was trying to get the info corrected so I can submit the EDMR registration. I was told the
person that normally handles it all was on maternity leave and would get it when she gets back.
- 1/27/23 1 submitted Owner affiliation change by mail for to change the owner of NCG210166 from Brandy Turley
to Timothy Anderson and NCG210168 from Brandy Turley to Mason Curry.These are the Plant Managers for
each site and the ones with signatory authority. I do not have signatory authority.
- 2/2/23 1 re-submitted a copy of the Owner affiliation change by mail (also attached)with the E-DMR registration
in case there were any questions when the person got back from maternity leave.This was she had it all in one
package. We are still waiting on our registration to be approved so we can use EDMR
- 2/13/23 We received an email from Brittany Cook that the responsible official didn't match with the database
for the owner affiliation. I responded by email and explained to her that when I completed this paperwork,
Brandy Turley was listed as the RO. I put in a contact change request for Billing and Site technical contact to be
me as she moved to another Location. I think the RO was somehow changed then.The RO should be Mason and
Timothy for their prospective sites. I attached the information I had printed from the website showing who the
Responsible Official was listed as. I should have never been listed as Responsible Official. I've attached a copy of
the email.
No response has been received.

Okay. I also wanted to check and see if anything is wrong with the COC that was issued at renewal for either of these, or
is the information listed on these correct?
If these Renewal COC requests were only to correct contact information,there is a different form for that. We do not
need to issue new Certificates of Coverage.
Submitting eDMR registration with different owner names does not necessarily update the permit contact information—
it's best to ensure the contact information is up to date before that registration. Normally if there is an update because
of an organization change, a new legally responsible person, or someone with delegated signature authority, the eDMR
registrant will be advised to submit the permit contact update/ownership update request first before we register them
into eDMR. Are you all already registered in eDMR for both these permits? Or are you still waiting on that to
complete?

This is correct. When I submitted the first one, it went to load a page and never stopped. I never got to the page that I
could download a copy. I was worried it didn't go through.
