SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW
Description of review activities, results, and conclusions:
Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was
undertaken on June 12, 2017 for B-5898. Based on this review, the Area of Potential Effects
includes the Determined Eligible Lake Junaluska Assembly Historic District. The project area
overlaps B-3186, begun in 2015, and the two projects were combined in 2017. The following is
an assessment of effects for the two projects in regard to the bordering Lake Junaluska Assembly
Historic District (HW0540).

Explanation of Effects Determination:
The three bridge replacements under TIPS 13-5898/13-3186 will have no adverse effect on the
historic district. There is no appreciable difference in noise at the historic district for the projects.
A condition of a no adverse effect finding is the creation of a landscape plan based on
coordination between the North Carolina Department of Transportation (NCDOT), the Lake
Junaluska Assembly, and the State Historic Preservation Office (SHPO), to minimize clearing
necessary for the project within the boundary of the Historic District. The landscape plan must be
approved by SHPO, and must be maintained for two growing seasons.
List of Environmental Commitments:
Creation of a landscape plan based on coordination between the North Carolina Department of
Transportation (NCDOT), the Lake Junaluska Assembly, and the State Historic Preservation
Office (SHPO), is required for a finding of No Adverse Effect to minimize clearing necessary for
the project within the boundary of the Historic District. This landscape plan must be approved by
SHPO, and must be maintained for two growing seasons.
FHWA Intends to use the State Historic Preservation Office's concurrence as a basis for a "de
minimis" finding for the following properties, pursuant to Section 4(f):
