Attn: Scott Brown, PE 409 Chicago Drive, Suite 112 Fayetteville, NC 28306 AND Raeford Development Company, LLC Attn: Mubarak Shahbain, Manager 645 Laurinburg Highway Raeford, NC 28376 Subject: Request for Additional Information Stormwater Permit No. SW6220902 Wood Lake Phase II Subdivision Hoke County Dear Mr. Brown and Mr. Shahbain: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on September 1, 2022. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Per 15A NCAC 02H .1003(4)(e), stormwater runoff that has not been treated in an SCM shall not be discharged through a vegetated setback, it must be released at the edge of the vegetated setback and allowed to flow through the setback as dispersed flow. Lismore Nook appears to have inlets located at the sag point of the roadway that collect the untreated stormwater runoff from the curb and gutter of the roadway and discharge it to the culvert/surface water below this road. Please revise as needed. 2. As designed, some of the curb outlet swales appear to be steeper than allowed per 15A NCAC 02H .1003(2)(d)(ii), maximum longitudinal slope of 5%. Steeper curb outlet swales are allowable provided that check dams or other devices are provided to slow down the rate of runoff/encourage infiltration. Please show these devices on the plans and provide a detail of the check dams or other device. As designed, some of the curb outlet swales do not appear to be sufficiently long. Per 15A NCAC 02H .1003(2)(d)(v), curb outlet swales must be at least 100 ft in length. Some of the provided swales, such as swales 1, 4, 5, 6, & 11, appear to be shorter than the minimum required 100 ft. Please revise as needed. 4. Please provide an original signed hard copy of the low-density deed restriction document with the curb outlet swale language. This document can be found on our website (https:Hdeg.nc.gov/about/divisions/energy-mineral-and-land- resources/stormwater/stormwater-program/post-construction-program/post-construction- forms). NOTE: You may wish to get a second original signed &notarized hard copy of this form for the Applicant's records (since an original copy of this form will be needed when recording this document with the Register of Deeds). 5. Please correct the following issues with the Supplement-EZ Form: a. Cover Page: i. Line 2—Please use the project area(35.23 ac) instead of the property area (35.9 ac). b. Drainage Area Page: i. Please complete the LD 1 column (for this project, it will be identical to the Entire Site column). c. Low-Density Page: i. Line 5 —Please revise this value so that it corresponds to the largest Vactual value for the provided swales. ii. The 10-year design storm intensity for Ditch#2 is shown in the calculations as 8.86 in/hr while the other swales have a design storm intensity of 7.88 in/hr. Please provide a source for the design storm intensities and revise as needed. iii. The provided Vactual for Ditch#6 (5.48 fps) exceeds the maximum Vallowable (5.0 fps) and for Ditch#11, the Vactual (7.21 fps) exceeds the Vallowable (5.0 fps) (Ditch#11 appears to be a transcription error as the calculated velocity is within the acceptable range). Please revise as needed. iv. Please ensure that the calculations and information in the design table are provided for the final design conditions, not the temporary stabilization measures (SC150 matting is a temporary matting). 6. Please provide electronic copies of the USGS topographic map of the site, the signed & sealed cover page for the calculations, and the property deeds. These items were provided in the hard copy submission but were not uploaded electronically. 7. Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other documents, and a response to comments letter briefly describing how the comments have been addressed. a. PDFs must be uploaded using the form at: https:,[/edocs.deq.nc.gov/Forms/SW-Supplemental-Upload b. Hard copies must be mailed or delivered to the following address: i. Hand Delivery: Please reach out to me prior to hand delivering a submission to make sure that I (or someone else in my group) will be able to receive the submission. Do not leave the package in the foyer with the security guard. NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the submission package may be lost while being sent from the Regional Office to me in the Central Office. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to December 30, 2022, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6220902 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
