Dear Mr. Farkas,
On behalf of Blue Ridge Retirement Partners, we are pleased to submit the requested additional
information for your review and approval. The comments identified in the email from your
office dated April 17, 2023, and the associated responses (in blue) are listed below.
1. Please include the high-density/low-density divide in the main set of plans. NOTE: It
is noted that this divide is shown on a plan sheet in the calculation booklet, however
we would need a second hard copy of this plan sheet to add to the plan sets. Please
either provide a second hard copy of this plan sheet(Post Drainage Area Bulletin) or
revise the plan sets to include this drainage divide and provide the revised sheets.
CDC—The Post Drainage Area Bulletin has been updated in the Hydrology and
Erosion Control Study (Appendix D). We have also provided two separate copies of
the Post Drainage Area Bulletin.
2. Please clarify if Phase 2, and the BUA associated with Phase 2, is included in this
project/application. NOTE: The project name on the Application&Plans only
indicates Phase 1. Please revise as needed. CDC—This application is for Phase 1
only.
3. There appears to be excessive piping located in the low-density portion of the project
area (between lots 33/34 & 35/37). Per 15A NCAC 02H.1003(2)(c), a minimal
amount of non-vegetated conveyances are only allowed when unavoidable (a portion

of this piping could be replaced by vegetated conveyance). Please revise as needed.
NOTE: You are allowed to bypass or partially bypass off-site drainage for a low-
density project through pipes, however,you may not collect on-site drainage into the
bypass pipes (on-site drainage may only be conveyed via pipe when unavoidable).
CDC—We have revised the bypass line to ensure it only conveys off-site drainage.
The proposed permanent ditches are designed to convey the on-site drainage.
Updated ditch and pipe calculations have been provided in the Hydrology and
Erosion Control Study (Appendices F and I, respectively.)
4. Please include the vegetated setback around Hollaman Lake as it is an on-site
surface water and requires a setback per 15ANCAC 02H.1003(4). NOTE: Please
ensure that the trail that is within the vegetated setback near Holloman Lake is non-
BUA or is in accordance with 15A NCAC 02H.1003(4)(if it is not,please relocate it
outside of the vegetated setback. Please revise as needed. CDC—The 30-foot
vegetated setback is now shown on the plans. The proposed trail that crosses into
the setback will be mulched and pervious.
