Thank you for emailing the USACE Asheville Regulatory Office.
Your PCN is currently under review. Below are a few questions regarding the subject project.
Plans indicate the use of rip -rap rock toe along several sections of the stream. Proposed rock toe will be constructed of
65% class I riprap, 25% class A riprap, 10% #57 stone mix prior to placement. Such toes are proposed along
approximately 230 LF of stream. Please provide information regarding the necessity for the rock toe of this nature in
relation to common design practices and materials (geolifts, boulder toe).
Plans indicate the installation of rip -rap for bank protection near intersection XS-418. Please provide justification for
bank hardening in this location. Please note, bank hardening is not typically permitted under Nationwide permit 27 as it
does not correlate with aquatic habitat restoration, enhancement, or establishment activities that are planned, designed,
and implemented in a manner that results in aquatic habitat resembling an ecological reference. Please provide
information regarding the necessity for rip -rap bank protection in this area.
