Hunt, Jr., Governor Jonathan B. Howes, Secretary IGO 1-1 !NI 1=3. A. Preston Howard, Jr., P.E. Director 1 1 February 13, 1995 Barry M. Gullet, P.E., Deputy Director Charlotte-Mecklenburg Utility Department 5100 Brookshire Boulevard Charlotte,North Carolina 28216 RE: Charlotte-Mecklenburg Utility Department Reduction in Wastewater Flows Mecklenburg County Dear Mr.Gullet: On July 20, 1994, the Division received your wastewater flow reduction request and support documentation concerning wastewater flows associated with the entire Charlotte-Mecklenburg Utility Department service area. Your letter requested the Division allow the reduction of wastewater flows from 250 GPD per dwelling unit which was previously approved in accordance with North Carolina Administrative Code,to 190 GPD per dwelling unit for single family residential areas and 135 GPD per dwelling unit for multi-family residentialareas. In support of your request, documentation was provided from the existing Irwin,Sugar, and McAlpine Creek wastewater treatment plant service areas. The documentation provided in support of the flow reduction request was compiled by Camp Dresser&McKee starting in late 1990 and is currently ongoing. Data submitted to the Division was not in strict accordance with 15A NCAC .0219(1)(3), however, in view of the submitted documentation, adequate justification was provided in support of the wastewater flow reduction request. The work completed by Camp Dresser&McKee consisted of tracking base wastewater flows, groundwater infiltration, and rainfall-dependent infiltration/inflow for the Irwin,Sugar, and McAlpine Creek wastewater treatment plant service areas. Data was collected from 106 flow monitors(both permanent and temporary)and 14 rain gauges during November and December 1991 located along major sewer trunklines within the study area. Existing dry-weather flows were developed for each of the three(3)wastewater treatment plant service areas which included groundwater infiltration. The service area dry-weather flow estimates were further broken-down into thirteen(13)drainage basins. These revised dry-weather flow estimates were compared to land-use based flow estimates developed using existing land data for 446 Origination and Destination(O&D)planning zones as provided by the City of Charlotte's Department of Transportation. From this comparison the revised wastewater flows were developed. Although these numbers were developed for Irwin, Sugar, and McAlpine Creek service areas, the results would also be applicable to both the Mallard Creek and McDowell Creek wastewater treatment plant service areas. In view of the information submitted, the Division of Environmental Management will allow the use of 190 GPD per dwelling unit for single family residential areas and 135 GPD per dwelling unit for multi-family residential areas on all applicable non-discharge permit applications for future wastewater collection extensions which will be made tributary to all five(5)Charlotte-Mecklenburg Utility Department wastewater treatment facilities. This consideration applies to any applicable future projects submitted to this Division as well as any projects which are presently under review. Wastewater flows presently tributary to the wastewater treatment facilities can be adjusted upon negotiations between the Charlotte- Meckknburg Utility Department and the Division's Mooresville Regional Office. P.O.Box 29535, Raleigh,North Carolina 27626-0535 Telephone 919-733-7015 FAX 919-733-2496 --, An Equal Opportunity Ali irmative Action Employer 50%recycled/10%post-consumer paper - _ , _ Page 2 Charlcue-Mecklenburg Utility Department February 13, 1995 The Division does have concerns regarding the proposed sewage flow rates with respect to infiltration and inflow. Although the 190 GPD per dwelling unit for single family residential areas and 135 GPD per dwelling unit for multi-family residential areas are justifiable flow rates, the Charlotte- Mecklenburg Utility Department has in essence reduced the safety factor typically associated with infiltration and inflow. The flow rate established by the Division does allow for some infiltration and inflow. The Division is of the opinion that proper wastewater collection system management is more effectively and efficiently accomplished by the entity that is accountable for ensuring overall compliance with all aspects of wastewater collection, treatment, and disposal requirements. In this view, we look forward to continued progress by the Charlotte-Mecklenburg Utility Department to fully assume the wastewater collection permitting program. The following applies: Paw Creek Pump Station Improvements-2023 Charlotte Waters Capital Improvement Plan has allocated funds for improvements to the Paw Creek Pump Station Improvements and a new Stowe Regional Water Resource Recovery Facility("Stowe Regional").The design plan is for Stowe Regional to use the Long Creek Pump Station(LCPS) to house the second stage pumps of its influent pump station. In the short term,LCPS will also continue to house pumps which export flow to Paw Creek PS ("Paw Creek export pumps"). Currently LCPS has 8 MGD of export capacity, which will be increased to 12 MGD(firm)by the 2nd quarter of 2024. Stowe Regional is under design and expected to come online in early 2026. Before Stowe Regional is brought online,a new headworks and Influent Pumping Station building will be constructed adjacent to the LCPS,which will house the first stage influent pumps for Stowe and be the Paw Creek export pumps. Currently,Long Creek and Paw Creek operate as a combined system with the Long Creek pump station able to transfer flows to flow equalization tanks during peak flow events and then meter out flow to Paw Creek as conditions allow. Paw Creek Pump Station was awarded a permit on 8/27/2020 to increase firm pumping capacity to 20 MGD.Construction on this project has begun, and this project is anticipated to be substantially complete March 2023.The Force Main replacement project has been completed. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over-allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. - Digitally signed6. b3 Ken Cantrell -04' r Date:2023.06.23 15:42:10-04'00' " 1 Adobe Acrobat version:2023.001.20174 Signing Official Signature Date Page 3 of 6 FTSE 10-18 CHARLOTTE W( TER November 18, 2022 Mr. Kevin Shea Shea Development, LLC 5841 Mountain Point Lane Charlotte, NC 28216 SUBJECT: WATER AND SEWER FLOW ACCEPTANCE PUMP STATION ROAD SITE PUMP STATION ROAD, CHARLOTTE, NC 28216 CLTWATER TRACKING# 20224488 After analysis of the sanitary sewer associated with the proposed design of project, 20224488, PUMP STATION ROAD SITE, it was determined that there is sufficient capacity to accommodate the proposed sewer flow of 2,280 gallons per day(12 lots x 190 gpd/lot) at the connection point(s) indicated on the submitted utility plan for transmission to the McAlpine Creek Wastewater Treatment Plant; NPDES permit number NC0024970, for treatment. DISCHARGE The use of 1%" PVC(SCH-40) pressure pipe of polyethylene water service tubing(SDR 9,Type PE3206 or PE3306)with a minimum pressure rating of 160 psi is recommended. If polyethylene pipe is chosen, use compression type fittings to provide a smooth inner passage (insert fittings are susceptible to clogging).A redundant check valve shall be installed between the pump discharge and the street main on all installations. The valve shall be installed as close to the public Right-of-Way as possible. 5. BACKFILL REQUIREMENTS: Proper backfilling is essential to the long term reliability of any underground structure. Several methods of backfill are available and each will yield favorable results when done properly. Clean, compatible, native soil free of rocks, roots, or organic material may be used if compacted in lifts not to exceed one foot. It must be compacted to a final Proctor Density between 85%and 90% Heavy, non-compatible clays are not acceptable backfill for this or any underground structure such as inlet or discharge lines. Proper backfilling can also be accomplished by using Class 1 or Class 2 backfill material as defined by ASTM 2321. Yarbrough-Williams&Houle,Inc.-P.O.Box 1198-Pineville,NC 28134-(704)556-1990 13 PENTAIR Specifications MYERS V2 Series OPERATING CONDITIONS—Each pump shall be rated hp, volts, phase, hertz, and rpm. The unit shall produce U.S. GPM at feet TDH. CONSTRUCTION —Each pump shall be of the sealed submersible grinder type, model V2 as manufactured by Myers. The pump volute, motor and seal housing shall be high quality gray cast iron, ASTM A-48, Class 30. All external mating parts shall be machined and Nitrile 0-ring sealed on a beveled edge. Gaskets shall not be acceptable. All fasteners exposed to the pumped liquid shall be 300 series stainless steel. ELECTRICAL POWER CORD—Electric power cord shall be SOOW water resistant 600V, UL and/or CSA approved. The single cord shall incorporate both power and sensor leads and shall be a minimum of five 12 gauge conductors. The pump shall be protected with compression fitting and epoxy potted area at the power cord entry to the pump. A separation between the junction box area of the pump and the motor, by a stator lead sealing gland or terminal board, shall not be acceptable. The power cable entry into the cord cap assembly shall first be made with a compression fitting. Each individual lead shall be stripped down to bare wire, at staggered intervals, and each strand shall be individually separated. This area of the cord cap shall then be filled with an epoxy compound potting which will prevent water contamination to gain entry even in the event of wicking or capillary attraction. The power cord leads shall be connected to the motor leads with extra heavy connectors having copper inserts with a crimped wire-to-wire connection rather than a terminal board that allows for possible leaks. The cord cap assembly shall be sealed with a Nitrile 0-ring on a beveled edge to assure proper sealing. OPTIONAL ELECTRIC POWER CORD—Power cord shall be SOOW water resistant 600V, UL and/or CSA approved. The single cord shall incorporate both power and sensor leads and shall be a minimum of five 12 gauge conductors. The pump shall be double protected with a compression fitting and an epoxy potted area at the power cord entry to the pump. A separation between the junction box areas of the pump and the motor, by a stator lead sealing gland or terminal board, shall not be acceptable. The power cable entry into the cord cap assembly shall first be made with a compression fitting. Each individual lead shall be stripped down to bare wire installed in a socket and enclosed in an over molding. Mating pins shall be provided and attached to the individual Teflon lead wires and enclosed in another over molding which will be affixed to the cord cap. This area of the cord cap shall then be filled with an epoxy potting compound. This assembly will prevent water contamination from gaining entry even in the event of wicking or capillary action. Strain relief shall be integral to the power cable and must be clamped over the molding and vulcanized to the outer jacket of the cable. The cord cap assembly shall be sealed with a Nitrile 0-ring on a beveled edge to assure proper sealing. MOTOR—The stator, rotor and bearings shall be mounted in a sealed submersible type housing. The stator windings shall have Class F insulation (155°C or 311°F)and a dielectric oil-filled motor, NEMA B design (three- phase), NEMA L design (single-phase). Because air-filled motors do not dissipate heat as efficiently as oil-filled motors, they shall not be acceptable. The pump and motor shall be specifically designed so that they may be operated partially dry or completely submerged in the liquid being pumped. The pump shall not require cooling water jackets. Supplemental cooling shall not be acceptable. Yarbrough-Williams&Houle,Inc.-P.O.Box 1198-Pineville,NC 28134-(704)556-1990 14 BEARINGS AND SHAFT—An upper single row ball radial bearing and a lower double row angular contact bearing shall be provided. Bearings shall be permanently lubricated by the dielectric oil that fills the motor housing. The shaft shall be machined from solid 400 series stainless steel and be designed with large diameters and minimum overhang to reduce shaft deflection and prolong bearing and seal life. SEALS AND SENSORS—The rotor and stator in the motor housing shall be separated and protected from the pumped liquid by an oil-filled seal housing incorporating two type 21 carbon ceramic mechanical seals mounted in tandem. The seal housing shall be equipped with a moisture sensing probe installed between the seals, and the sensing of moisture in the seal chamber shall be automatic, continuous and not require the pump be stopped or removed from the wet well. IMPELLER—The impeller shall be constructed of ASTM A536-80 ductile iron and be designed for rough duty service. It shall be a ten-vane, semi-open design with four wash out vanes on the rear shroud. The impeller shall be a non-overloading design and be factory or field trimable to meet specific performance conditions. GRINDER MECHANISM—The stationary cutter shall be circular in design and contain evenly spaced cutting slots that extend outwards from the inlet of the pump. The slots are tapered inward toward the inlet to help direct slurry through the cutting slots into the pump. The slots are to be angled, or undercut,to help maintain a sharp axial cutting edge, even as the axial face wears during use. The stationary cutter shall be pressed into the suction opening of the volute and held in place by four 300 series stainless steel screws. The stationary cutter shall be provided with tapped back-off holes so that screws can be used to remove the cutter from the volute. The rotating cutter shall contain three axial cutting arms extending from the hub, perpendicular to the pump shaft, that are shaped to aid in the rejection of suspended debris that has not been sufficiently reduced in size by the axial cutting action. The curved, leading edge of the cutting arms shall create a scissor action with the cutting slots of the stationary cutter plate to minimize the required torque. This will allow the cutter to macerate tough objects and prolong cutter life. Serrations on the hub of the cutter add additional cuts that prevent debris from becoming entangled within the rotating cutter. The rotating cutter shall thread onto the end of the pump shaft and be secured by a 300 series stainless steel washer in conjunction with a 300 series stainless steel flat head cap screw threaded into the end of the shaft. Both stationary and rotating cutters shall be made of 440C stainless steel, hardened to Rockwell 57-60C and ground close to tolerance. The grinder shall be capable of grinding normal domestic sewage into a fine slurry. PAINT—The pump shall be painted with waterborne hybrid acrylic/alkyd paint. This custom engineered, quick dry paint shall provide superior levels of corrosion and chemical protection. K4694-SPEC 08/22/14 ©2014 Pentair Ltd. TANK INSTALLATION: The tank is supplied with a standard 4" PVC DWV(4.5" inside Dia.)grommet for connecting the incoming sewer drain. Other inlet types and sizes are optional. Please confirm that you have the correct inlet before continuing. Do not drop, roll,or lay tank on its side. Excavate a hole to a depth,so that the removable cover extends above the finished grade line, the grade should slope away from the unit. The diameter of the hole must be large enough to allow a concrete anchor. Place the unit on a 6" bed of gravel, naturally rounded aggregate, clean and free-flowing,with particle size not less than 1/8"or more than%" in diameter. The concrete anchor is required to keep the unit from floating due to high ground water levels. The amount of concrete required varies for each respective unit. (See Station Detail Sheet for the correct ballast weight of your unit). The unit should be leveled, and the wetwell filled with water,to the bottom of the inlet,to help prevent the unit from shifting while the concrete is being poured. The concrete must be manually vibrated to ensure there are no voids. If it is necessary to pour the concrete to a level higher than the inlet piping, an 8"sleeve is required over the inlet prior to the concrete being poured. An exfiltration leakage test shall be performed on the wetwell by filling and marking the water level. The leakage test shall last at least two(2) hours and the allowable leakage rate shall be 0.83 gallons per hour (20 gpd/1000 gallons). 3. 5. BACKFILL REQUIREMENTS: Proper backfilling is essential to the long term reliability of any underground structure.Several methods of backfill are available and each will yield favorable results when done properly. Crushed stone and gravel backfill materials offer an advantage since they will typically reach a compaction level of 90-95%standard density and minimal compaction. 6. VENTING: The unit must be properly vented to assure correct operation. The unit may be vented through the 2" port supplied at the top of the wetwell. Yarbrough-Williams&Houle,Inc.-P.O.Box 1198-Pineville,NC 28134-(704)556-1990 8 7. Yarbrough-Williams&Houle,Inc.-P.O.Box 1198-Pineville,NC 28134-(704)556-1990 13 PENTAIR Specifications MYERS V2 Series OPERATING CONDITIONS—Each pump shall be rated hp, volts, phase, hertz, and rpm. The unit shall produce U.S. GPM at feet TDH. CONSTRUCTION—Each pump shall be of the sealed submersible grinder type, model V2 as manufactured by Myers. ELECTRICAL POWER CORD— Electric power cord shall be SOOW water resistant 600V, UL and/or CSA approved. OPTIONAL ELECTRIC POWER CORD— Power cord shall be SOOW water resistant 600V, UL and/or CSA approved. Yarbrough-Williams&Houle,Inc.-P.O.Box 1198-Pineville,NC 28134 -(704)556-1990 14 BEARINGS AND SHAFT—An upper single row ball radial bearing and a lower double row angular contact bearing shall be provided. GRINDER MECHANISM —The stationary cutter shall be circular in design and contain evenly spaced cutting slots that extend outwards from the inlet of the pump.
