Good afternoon Arnie, First of all, it's nice to "meet" you! We forwarded your comments to our engineering team and received the following information and exhibit. Completely avoiding impacts to Wetland F would entail not only omitting the 4 parking spots but also the drive aisle and drive approach for the associated parking garage. This would make the garage no longer accessible, meaning that the garage itself would need to be removed. The garage is required to be in that location to create screening because ordinance requires buildings to be within a build to zone of 0-25' of a public street. Ultimately, preserving that piece of the wetland would mean the entire parking area of 30+ parking spaces would need to be removed, in which case we would no longer meet minimum parking requirements and we would need to start removing units from the development which could easily jeopardize the overall project viability. Note that if the entirety of Wetland F were proposed to be impacted, the proposed cumulative project impacts would still be well within NWP thresholds and below mitigation thresholds. To offset for the proposed impacts, the site engineers have avoided and minimized to the extent practicable based on site conditions. The proposed plans demonstrated avoidance and minimization by not impacting 96% of onsite streams and 66% of onsite wetlands. The engineers have updated the plans to maintain hydrology to the remaining wetland and avoid additional indirect impacts as shown on the attached updated exhibit sheet.
