Inspection Summary:
I walked the site with the Owner Nelson Loureiro and teh consultant Bill Bremen with WithersRavenal to discuss what still
needed to be done. The facility did remove the 250 gal. waste oil container by the stormwater inlet and cleaned up and
removed all the oil drums, buckets and miscellaneous containers with oil in them and appeared to have cleaned up what had
spilled.
We viewed the drop inlet that was a concern because no outlet was seen in the basin from the inlet As expected, the init
was filled to about 75%full with sediment and concrete materials.This is an effect of the discharge pipe being located below
the water surface in the basin. There is no flow toward the basin and the discharge pipe sits below grade holding water and
backwash from the basin. This placing of the discharge pipe has created a condition were the inlet vault and pipe will fill
almost immediately with runoff from very small storm events and overflow into the woodline and stream adjacent to the basin.
This causes the basin to be bypassed and the storm discharges to leave the site untreated. (Something will need to be done
immediately to prevent this from occurring)
Samples of the wastewater should be taken ASAP and follow up with both stormwater and wastewater(again)at the next
stormevent.
Please provide me with samples as soon as they are recieved and provide an update within 30 days of the plan for rectifing
the submerged discharge pipe problem

Comment: I concentrated most of my time on the site inspection. There were many serious issues that
nneded to be reviewed and discussed whuile the owner and consultants were on site. We did
talk about what they needed to put together for the stormwater pollution prevention plan (SP3)
so that it will be complete and function as intended
