Sue, Response regarding pipe sizing for the Shaddox Creek bypass system is below. The bypass piping will be design for an estimated 25-year/24-hour storm event. Regarding rock, before constructing anything, Garney uses probes to profile the rock surface to the depth of excavation required. If rock is encountered, its drilled and blasted when probing so the rock is loose when the pipe laying crew comes through. This minimizes the time trenches are open and expedites pipe laying, backfilling and restoration activities. In this area after rock profiling/blasting is done and the day before pipe installation crew arrives, the Shaddox creek bypass piping is installed. When secure, the pipe crew advances pipe installation through the area. After pipe is installed, concrete encased/cured and backfilled, the bypass piping is removed. Bypass piping is only expected to be in place for a maximum of 10 days. The timing of these 10 days will be weather - dependent. Bypass piping will not be installed when significant rain or severe weather events like hurricanes are forecast. My concern about this is somewhat similar to the pump around, how will the pipe be sized to handle a storm event? I guess part of my concern is that if there is rock in this area the pipe could be in place for long enough that a storm would be expected. Hi Sue and Dave, Regarding the Shaddox Creek crossing: the contractor is proposing to use the method shown below. Instead of pumping around the work area, bypass piping will be installed within the channel to carry the flow through the construction area to the downstream segment. They will be able to excavate below the pipe in the dry and remove potential issues related to doing a pump around (e.g., high flows overwhelming the pump, pump failure, etc.). Construction sequence: Step 1— Install upstream coffer dam. Step 2 — Install bypass and seal around cofferdam. Step 3 — Install downstream cofferdam as needed to prevent back flow into work area. Step 4— Excavate underneath bypass pipe and install per plan. Hi Sue, No in -stream work is being proposed in those areas beyond any temporary stream crossings that may be required to move equipment, and due to not knowing exactly where the contractor may choose to put the temporary crossings, opted to make the entire reach temporary. The upland areas around the streams are being graded to bury the utility line at a lower depth by placing the excavated soils as overburden, which will allow for access by the City for future maintenance and replacement. If we were to bury them as the norm for the other areas of the alignment, it would put the pipe at a depth that would make repair and replacement nearly impossible due to the depth of burial. Jason, Can you please provide a narrative explanation of why the temporary impacts at Impact sites 5-33, 5-34, 5-35, 5-36 and 5-38 are so significant. It appears there is additional work occurring within this area that is not related to utility line installation. I was reviewing our table of impacts and found some accounting errors. A table of the identified errors is below, and the updated impacts excel file is attached for your reference. I took the liberty of highlighting the impact IDs that were directly related to mitigation (i.e., were either permanent stream impacts, permanent wetland impacts, or permanent change of cover wetland impacts). I have also included an impact summary with proposed mitigation by HUC-8 watershed.
