The purpose of this letter is to notify you that the Division of Mitigation Services (DMS)will provide
the additional compensatory mitigation for the subject project. Based on the information supplied by you on
July 3,2023,the impacts are located in CU 03020104 of the Tar-Pamlico River basin in the Northern Outer
Coastal Plain(NOCP)Eco-Region,and are as follows:

This additional impact and associated mitigation needs were not projected by the NCDOT in the 2023
impact data. DMS is currently providing wetland mitigation for the impacts associated with this project located
in cataloging unit 03020104 of the Tar-Pamlico River basin as required by the 404 permit issued in December
2018, as shown in the below table (in mitigation credits)

This roadway project is located in the Tar-Pamlico River Basin. The adjacent area contains some
delineated wetland areas.
City of Washington Water & Sewer (Sites 1, 2, 3, and 6)
The existing underground water main along the west side of US 17 Business is in conflict
with the proposed new bridge and must be relocated. The City of Washington will install a new
water main along the west side of US 17 business. To reduce wetland impact, the water main
will be installed by directional drill. Bore pits will be required at the beginning, the end of the
project, and on each side of the railroad right of way where the new water main crosses. These
bore pits will require excavation, and permanent fill in the wetlands.
The existing underground FSS sewer main along the west side of US 17 Business is in
conflict with the proposed new bridge and must be relocated. The City of Washington will install
a new FSS sewer main along the west side of US 17 business. To reduce wetland impact, the
sewer main will be installed by directional drill. Bore pits will be required at the beginning, the
end of the project, and on each side of the railroad right of way where the new water main
crosses. These bore pits will require excavation, and permanent fill in the wetlands.
The work areas for the water and force main sewer are combined. Total excavation in wetlands
will be 0.13 acres and total fill in wetlands will be 0.38 acres.
Town of Chocowinity Sewer (Sites 4 and 5)
The existing underground FSS sewer main along the east side of US 17 Business is in
conflict with the proposed new bridge and must be relocated. The Town of Chocowinity will
install a new FSS sewer main along the east side of US 17 business. To reduce wetland impact,
the sewer main will be installed by directional drill. Bore pits will be required at the beginning,
the end of the project, and on each side of the railroad right of way where the new water main
crosses. These bore pits will require excavation, and permanent fill in the wetlands.
Total excavation in wetlands will be 0.03 acres and total fill in wetlands will be 0.21 acres for the
installation of the force main sewer.
Total combined wetland impacts for the entire project are 0.17 acres excavation in wetlands and
0.59 acres of fill in wetlands.
