At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 3/23/2023) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.  2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is required per 15A NCAC 02H .1043(3)(a)):  Part C2 – Please indicate the post-construction program that this project is subject to (Urbanizing Areas (Phase 2)).  Part E1 – Please indicate the density of this project (this project appears to be a high-density project).  1x original signed and notarized/sealed hard copy of Parts G, H, & I of the Application. 2x original signed hard copies of this form are required and only one was provided (the other copy appears to be a photocopy).  2x hard copies of a construction sequence discussing how any future development on the project may be phased. This item is required per 15A NCAC 02H .1043(3)(g). The construction sequence does not need to be lengthy, just a brief description of how future development on the project (beyond what is shown on the plans) will be phased. If no future development is planned for the project, you can simply state that in the construction sequence. This item is different than the E&SC sequence of construction.  2x hard copies of a plan sheet with the following corrections made:  Wetland delineation or a note on the plans stating that there are no wetlands located on-site. This item is required per 15A NCAC 02H .1043(3)(f) and Part F4 of the Application. Please also list the name of the individual that made this determination in a note on the plans. NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brought up during the engineering review. While not required for administrative completeness, the following items were noted during review: - This project is located within 5 miles of a public airport. It is recommended to use SCMs that do not promote standing water in accordance with G.S. 143-214.7(c3) https://www.ncleg.gov/EnactedLegislation/Statutes/HTML/BySection/Chapter_143/GS_143-214.7.html. Alternative SCMs that can be used within the 5 mile radius of a public airport are outlined in Part E-4 of the Manual https://deq.nc.gov/media/9977/download. nd NOTE: The Standard Application for this project received by our office on February 2, 2023 is being returned as a project can only be accepted into one review queue/permitting path. The submittal items associated with the Standard Application (and not needed for the Fast-Track ATC Application) will be returned to the Applicant (except for the roll of plans, that is too large for us to return my mail, but it can be arranged to be picked up if you would like it back). If you would like the items returned to a different address/individual, please let me know by close of business Friday, 2/24/2023. If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
