I know that Eric has left DWR so hopefully this finds its way to the correct person.
I have summarized and attached the requested information below:
F. LASC Form:
1. The CPLR forms included were correct. The example of CS10-04 was from 2013 as that was
the last time that field was applied to. If there was not cumulative data included, those fields
have never been applied to.
2. If a field is being split into two fields, we will use the current CPLR data as a starting point for
each split field. If fields are being combined, we will average the CPLR data and use that value
as the starting point for the new combined field.
3. Caswell County does not currently have a published soil survey. Soil series mapping
information was gathered from Web Soil Survey. Since the time in which the original fields
were permitted by NCDEQ, Web Soil Survey has updated some of the soil series names,
primarily due to more accurately represent the temperature regime of the newly published
soil series. Willcox & Mabe Soil Solutions, PLLC used the information provided by Web Soil
Survey and actual hand auger borings in the respective areas to confirm the soil series of the
areas being requested by EMA Resources. The soil profile descriptions previously provided in
the soil report for the hand auger boring confirms that the information provided by Web Soil
Survey is accurately mapped.

6. A soil scientist evaluation was performed on all of the requested items and the report is
included in this email.

1. The signed LOA is included in this email.
We would very much like to get this permit back in time to land apply to the new sites in this
renewal. We are currently planning on hauling for Danville in 2-3 weeks.

Dear Mr. Collins:
Willcox & Mabe Soil Solutions, PLLC (WMSS) has conducted a Soil Scientist
Evaluation per WMSS Proposal No. 2016-P07 dated May 3, 2016. The evaluation was
performed to provide information for submitting a modification to a non -discharge permit
to the North Carolina Department of Environmental Quality (NCDEQ) — Division of
Water Resources (DWR), Non -Discharge Permitting Unit (NDPU) in accordance with
15A NCAC 2T .1104(c)(2)(A). The evaluation was conducted to assess the soil
properties of the proposed acreage and to determine suitability for land application
activities in the referenced permit application and the Additional Information Letter dated
May 2, 2023 (Specifically, Items 6.a through 6.e).
WMSS has included our findings in Appendix I and II in order for this information to be
incorporated into the permit modification package being prepared by EMA Resources,
Inc. (EMA). The Appendices summarize our evaluations, findings, and

sites (areas that were not formerly permitted) and determined that the noted soil series
was present for each of the following new areas of Fields NC-CS-06-1, NC-CS-09-1,
NC-CS-09-3, NC-CS-12-5, and NC-CS-14-1 added by EMA and evaluated by WMSS:

The hand auger borings were performed to determine if the proposed land application
sites were suitable for land application activities in accordance with 15A NCAC 2T
.1104(c)(2)(A) and to be incorporated into a permit modification package for the City of
