Good Morning,
We received your application for a new Fast-Track ATC post-construction stormwater permit on 1/26/2023. At this time,
the submission is not administratively complete and cannot be accepted for review in its current condition. Please
provide the following submittal items within 30 calendar days (by close of business on 3/2/2023) so that we may accept
the project and begin the review process, otherwise, the project will be returned as administratively incomplete.
2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is
required per 15A NCAC 02H .1043(3)(a)):
Part D1 & D2 – Please provide the contact information (Phone number and email address) for the
Applicant and Registered Agent.
Part E5 – The project density does not appear to be calculated correctly. This form is not set up for
situations where there is a net decrease in BUA on-site*. For this project, please show the decrease in
BUA on the “Proposed New BUA” item (or you can leave this item as “zero” since negative numbers
could be confusing when recalculating the project density). The “Proposed New BUA” item typically
refers to the net increase in BUA, not the amount of BUA that will exist in proposed conditions. Please
revise as needed.
Part F7 – Please provide 2x hard copies of official documentation showing the title and position of the
signing official (Jody Mills) within the applicant organization (Fairview Fire and Rescue Association). The
provided documentation showing that the applicant is in good standing does not list this person as being
associated with the organization.
1x additional hard copy of the construction sequence discussing how any future development on the project
may be phased. This item is required per 15A NCAC 02H .1043(3)(g). A single construction sequence was
provided, however, we require 2x hard copies.
2x hard copies of a plan sheet with the following corrections made:
Wetland delineation or a note on the plans stating that there are no wetlands located on-site. This item
is required per 15A NCAC 02H .1043(3)(f) and Part F4 of the Application. Please also list the name of the
individual that made this determination in a note on the plans.
* Typically, sites that do not have an increase in BUA can qualify for the redevelopment exemption (15A NCAC
02H .1001(1)(f) & G.S. 143-214.7(a1)), however, the proposed pipe network does not appear to meet the second
requirement for redevelopment, that the proposed activity provides greater or equal stormwater control than the
previous development, since it is more extensive than what is shown in existing conditions. If you are interested, you
could either rework the design so that there is equal or greater stormwater control than what is existing or show that
the existing network is comparable to what is proposed, this project could meet the redevelopment exemption and
would not need to be permitted through our office.
NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brought up during the engineering review. While not required for administrative completeness, the following
items were noted during review:
- As designed, this project does not appear to meet the definition of a low-density project (the proposed pipe
network is not allowable under 15A NCAC 02H .1003(2)).

- This project is located within the Goose Creek Watershed, and is subject to the Goose Creek Rules (15A NCAC
02B .0602). The Goose Creek Rules will most likely not apply to this project though since there is a net decrease
in BUA (in which case, 15A NCAC 02H .1017 will be followed).
- Please fold any plans submitted to our office as we do not have the room to store rolls of plans. If the plan set is
too large to roll, please consider removing extraneous plan sheets from the submission (we only need the plan
sheets needed to complete our review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the Fast-Track permitting process can take up to 30 calendar days per statute (one of our
two reviewer positions is currently vacant).
