This would qualify as a minor modification (defined in 15A NCAC 02H .1002(25)).
Updated plans are required for a minor modification so that we can see how the future BUA is being allocated and
ensure that it meets the post-construction rules. If the future BUA was permitted in a low-density area, we want to
ensure that the new construction in the low-density area meets the low-density requirements and if the future BUA was
permitted in a high-density drainage area, we want to ensure that it is directed toward the SCM and that drainage area
to the SCM was not changed from what was permitted. We also need to ensure that the future BUA placement doesn’t
violate any of the other post-construction rules (such as vegetated setbacks, etc…).
We ask that the BUA tables in Section IV, 10 of the Application and Drainage Area Page of the Supplement-EZ Form be
updated when BUA is reallocated from one type to another so that these items are “correct” in the permitting
documents (it helps reduce confusion during future permitting actions and give the permittee a clear picture of how
much of their future BUA allowance that they have spent/have left). You don’t need to re-sign/seal these forms, we are
just looking for the updated BUA tables to reflect what is being permitted.
Technically, the Minor Modification Form only requires the updated plans and deed restriction documents, but we also
ask for the BUA allocation tables to be updated as it makes the permit file clearer.

Is this actually needed since the future impervious was already allocated out in the attached document that was part of
the permit. We provided these number to Paramounte when for the original permitting. I don’t think any additional
permitting is needed but I wanted to check with you to confirm.

If you are just reallocating future BUA to different types of BUA (such as buildings/lots, roadway, sidewalk, etc…) and not
adding any new BUA, you can complete a minor modification form and provide us with the updated submittal items
(plan sheet, Supplement-EZ Form, Section IV, 10 of the Application, etc…) so we can update the permit files and reissue
the permit (if needed).

Jim,
We have designed and permitted the residential portion for Brookstone Village in the attached permitted. This is the
area identified as future impervious in the attached permit. Parmounte was to have included the residential
development in the storm water permit. Per emails with Paramounte, the residential portion as designated as future
impervious. Is there any additional permitting needed for the residential portion or is it permitted as long as we don’t
exceed the allocated future impervious?
If permitting is required, what permit document do I fill out since the pond is already permitted?
