At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 4/5/2023) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.  2x hard copies of the Application Form (or pages) with the following corrections made (A complete application is required per 15A NCAC 02H .1043(3)(a)):  Part B5 – The provided coordinates appear to be off (see attached). Please revise.  Part D4 – Since the Applicant is also the Property Owner, the Property Owner information should not be included in this section.  Part E5 – There appears to be an issue with the provided %BUA value. The table indicates that the total project area is 3,261,071 sf and has 252,648 sf of proposed new BUA (252,648 sf / 3,261,071 sf = 7.75% (7.47% is shown). Please revise as needed or clarify.  2x hard copies of a plan sheet with the following corrections made:  Surface waters. This item is required per 15A NCAC 02H .1043(3)(f). There appears to be some surface waters that are not shown on the plans (see attached). Please include these surface waters on the plans. Please revise Part E5 of the Application as needed.  Vegetated setback from surface waters. This item is required per 15A NCAC 02H .1043(3)(f). The vegetated setback is measured horizontally from the edge of surface waters (waters that are shown on the latest USGS topographic map). For rivers/streams/etc…, this is measured from the bank of the stream and for ponds/lakes/etc… this is measured from the normal pool surface. Please refer to 15A NCAC 02H .1003(4) & .1021(7) for more information. NOTE: It appears as though a vegetated setback is provided from some of the surface water areas, however it appears to only be 25’ wide and is not provided around all of the surface waters (such as the existing pond). NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brought up during the engineering review. The following items were noted during review but do not need to be addressed for administrative completeness: - The proposed design appears to include too much piping to be considered as low-density (per 15A NCAC 02H .1003(2)(c)). There appears to be piping (although it is unclear on the provided plan) proposed between Lots 10 & 11, 15 & 16, 20 & 21, 25 & 26, 28 & 29, and 32 & 33. These drainage features should be vegetated conveyances (culverts underneath the roadways, such as the culverts near Open Space 2, Open Space 3, Lot 6, etc… are acceptable). If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the Fast-Track permitting process can take up to 30 calendar days per statute (one of our two reviewer positions is currently vacant).
