The North Carolina Division of Water Resources conducted an inspection of the Tuckaseigee Water and
Sewer Authority DCAR on 6/21/2023. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in Non -discharge Permit No.
WQ0005763. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".
A response to this inspection report is not required. Please take note of the issues outlined in the
Compliance Inspection Report and be sure to address for next year's submittal.

Inspection Summary:
Melanie Kemp, with the Asheville Regional Office, conducted a review of TWSA's 2022 Annual Residuals Report as to
ensure all monitoring and residuals handling are compliant with non -discharge permit WQ0005763.
TWSA is permitted to distribute 659 Dry Tons of Class A residuals annually. Approximately 215.4 dry tons of residuals were
distributed to the public in 2022. The residuals from TWASA Plants #1, #2, #3, and Whittier are combined for processing.
The total residuals in are calculated by combing press and dryer runs. Total product out is calculated by estimating truck
weights.
Pathogen & Vector Attraction Reduction: All fecal coliform densities reported were below 1,000 MPN/g. Pathogen reduction
was met using PFRP Heat Drying, and vector attraction was met through drying of unstabilized residuals.
Non -hazardous Waste Characterization: All results appeared to be compliant with federal and state permit requirements.
Nutrients, Metals & Pollutants: The reported results were within pollutant monthly and ceiling concentration limits, although
some analyses were missing (see list below).
The following issues were noted with the report submittal:
-None of the forms were appropriately signed or dated.
-Some sampling parameters were missing (aluminum, magnesium, pH, PAN, potassium, sodium, and SAR) from the Annual
Residuals Sampling Summary Form.
-Lab reports were not included with the submittal.
-Bench sheets and/or a summary outlining the heat drying process (PFRP alt 6) were not included.
-Non-hazardous characteristics, required to be sampled annually, were not included.
The following issues were discussed during the June 2023 compliance evaluation inspection on -site (see separate inspection
report). Lab reports and bench sheets, which were not included with the final report due to file size, were reviewed. TCLP
was sampled in November 2022 and results were within permit limits. Next year, please be sure to include lab reports and
bench sheets (or a summary of temperatures and % solids calculations). If these additional items are too large to include
with the report, please send separately as a compressed zip file. See attached sampling form, provided by Stan Bryson, for
missing sampling parameters.
