As constructed, the Dugout site provides 6,534.133 warm stream mitigation units (SMUs) and 6.313 wetland mitigation units (WMUs). Site Visit Discussion o The IRT was open to the proposed TV1-C adaptive management but requested RES provide a sketch, an area of disturbance, and a proposed monitoring approach before providing official approval to complete the work. o The IRT requested additional easement marking along TV1-A and boundary ditch near TV1-B. o The IRT requested photo points where swales confluence with main channel. o The IRT requested photo points at noted meander erosion. o The IRT requested floodplain pools and swales be shown on CCPV. o The IRT requested RES remove the constructed swales from wetland crediting areas. o On future projects the IRT suggested constructing wetlands as a terminus for required swales or adding in debris jams to spread out the concentrated flow. o The IRT requested RES add a wetland gauge directly adjacent to the swale near station 48+00. o The IRT stated that the stream restoration looked successful but expressed concerns with the wetland re- establishment areas on the downstream end of the project. o The IRT expressed that the additional benching of GC4 will provide more floodplain access and should benefit the stream, but RES should keep an eye on vegetative success due to impacted soil. The IRT also requested that such changes to approach during construction should be communicated to them earlier for transparency.
