At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 12/30/2022) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.  2x hard copies of the Application with the following corrections made (This item is required per 15A NCAC 02H .1042(2)(a) and per Section VI, 1 of the Application):  Section II, 5 – This project appears to be located within 5 miles of a commercial airport (Tarboro- Edgecombe County Airport (ETC)). Please refer to this map (https://www.ncdot.gov/divisions/aviation/Pages/nc-airports.aspx).  Section III, 4 – Please provide the local jurisdiction for building permits and point of contact name and phone number in this section.  Section IV, 10 – Please use the information for the first named surface water (“Tar River”, “C;NSW”, & “28-(80)”) for the receiving stream name, classification and index number.  2x hard copies of the revised Application pages are acceptable for these items.  1x hard copy of a soils report. This item is required per Section VI, 9 of the Application. – A copy of the NRCS County Soils Report/Map with the project area clearly delineated may be submitted for this item.  2x signed & sealed hard copies of a plan sheet showing the following:  Property/project boundary delineation with bearings and distances (This item is required per 15A NCAC 02H .1042(2)(g)(ii) and Section VI, 8i of the Application). – It is noted that the project boundary is delineated, however bearings and distances do not appear to be shown on the plans.  Details of the proposed vegetated swales (This item is required per 15A NCAC 02H .1042(2)(h) and Section VI, 8l of the Application).  Wetland delineation or a note on the plans stating that there are no wetlands located on-site (This item is required per 15A NCAC 02H .1042(2)(g)(iii) & Section VI, 8m of the Application). Please also list the name of the individual that made this determination in a note on the plans.  Drainage area delineation (This item is required per 15A NCAC 02H .1042(2)(g)(iv) & Section VI, 8o of the Application). NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brought up during the engineering review. If these items are received within the stipulated timeframe, we can accept the project and begin the review process. Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our two reviewer positions is currently vacant).
