Subject: Industrial Facility Inspection
Univar Solutions USA Inc. — Charlotte Facility
Dear Timothy Nightwine:
On February 14, 2023, Julianna Hawley of Charlotte -Mecklenburg Storm Water Services
(CMSWS) conducted an inspection of the above referenced facility as a requirement of the City
of Charlotte's NPDES Permit, NCS000240, Part II, Section H. Inspection authority is granted by
Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility
was observed to be in compliance with the City of Charlotte Storm Water Pollution Control
Ordinance.
The inspection was also conducted as part of a cooperative working agreement between
Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) —
Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied
on this report and made aware of the following observations regarding the facility's NPDES
stormwater permit:
1) Stormwater Pollution Prevention Plan (SWPPP)
A Stormwater Pollution Prevention Plan (SWPPP) has been developed, recorded, and
implemented; however, no feasibility study or recent non-stormwater discharge evaluations were
observed. The facility should ensure that all parts of the SWPPP are included as required by their
permit.
2) Qualitative Monitoring
Qualitative monitoring has been conducted and recorded for Outfall #001. The facility should
contact NCDEQ to verify if qualitative monitoring is required at all outfalls.
3) Analytical Monitoring
Analytical monitoring has been conducted and recorded.

series of catch basins and swales that discharge from eight
total outfalls. Stormwater in the back of the property flows
into a detention pond, which discharges from one of the
outfalls. Several outfalls were observed to have gate valves to
control stormwater discharge. No stormwater pollution
issues were observed.
Erosion issues
No
No erosion issues were observed onsite during the inspection
Structural stormwater control

The facility has one detention basin SCM that was observed

gate valve to control stormwater discharge. No stormwater
pollution issues were observed.
Illicit discharges/connections
No
No illicit discharges or connections were observed onsite
during the inspection.
Aboveground storage tank(s) (ASTs)
No
The facility stores large volumes of chemicals outdoors in the
and any associated venting and/or
tank farm, which was observed to have secondary

offloaded within a containment zone. Totes and drums are
temporarily stored at the 10-day waste pad at the loading
dock. Please refer to the "outdoor material storage area(s)"

Outdoor material storage area(s)
Recommendation
Totes and drums are temporarily stored at the 10-day waste
pad at the loading dock. The waste pad was not observed to
have secondary containment. Other outdoor storage areas,
including the trailer and road tanker truck storage areas, were
observed to have secondary containment. CMSWS
recommends that secondary containment be used at the 10-
day waste pad to protect water quality.

Loading/unloading area(s)
No
The facility receives bulk liquids via rail tank cars at an
unloading area that is within a containment zone. Bulk
liquids and other materials are also received via tractor trailer
at designated loading docks. Please refer to the 'outdoor

No
Bulk chemicals were observed to be repackaged into smaller
containers within a designated portion of the facility, which
has its own containment system. No stormwater pollution
issues were observed.
Floor drains
