Don,
I was looking over the information you provided on 10/5/2022. Everything looks good except for a few small issues:
Please correct the following:
- Wet Pond #1 appears to short circuit (Wet Pond MDC 4). The berm between the forebay and main pool that
would prevent runoff from taking the most direct route from the inlet to the outlet of the wet pond has a top
elevation (177.5’) that is lower than the WQv surface elevation (178.0’). It is recommended to increase the
elevation of the top of the berm to at or above the WQv elevation to prevent short circuiting.
- The drawdown orifice diameter for Wet Pond #2 does not appear to be shown on plan sheet C4.5 (The callout
on the plans just has an “X” where the diameter would be). The value provided in the calculations, 1.75”, was
used to verify that a sufficient drawdown rate was provided.
- Please correct the following issues with the Supplement-EZ Form:
o Cover Page:

Line 7 – It is noted that there are no surface waters located on-site, however we ask that the
required vegetated setback width (30 ft per 15A NCAC 02H .1017(10)) be included on this form
(Lines 8 & 9 may be left as “N/a” since there are no surface waters located on-site).
o Drainage Area Page:
Entire Site Column:
The entire site column is an accounting of the entire project area, not just a summation
of the drainage area columns. For example, any BUA that is located within the project
area but does not drain to one of the SCMs should be accounted for in the Entire Site
Column. In addition, the “drainage area” of the entire site is equal to the project area.
Line 18 should correspond to the value shown in Section IV, 8 of the Application.
Lines 19-21 are not needed for this column.
BUA Allocated to Subdivided Lots:
BUA allocated to the subdivided lots should be shown on Line 9 and not included on
Lines 10 or 12. For example, the Deed Restriction document indicates that each of the
103 lots is allocated 3,000 sf of BUA, as such, the new BUA on subdivided lots (Line 9)
for the Entire Site Column should be 309,000 sf (103 lots * 3,000 sf/lot) and the values
of Line 12 should be adjusted so as to not include the BUA allocated to the lots.
Line 10 should be the sum of the items of Line 12 and these items are a breakdown of
the “common” BUA for the project.
For this project, Lines 9 and 10 should add up to Line 8.
o Wet Pond Page:
Line 30 – The same perimeter appears to be used for each wet pond in this calculation (It is
possible that the perimeter of each of these wet ponds is identical, please just verify if this is
correct).
Line 34 – The clean out depth of the forebay is the distance from the permanent pool surface
elevation to the top of the sediment storage elevation (it corresponds to the forebay clean out
depth value in the O&M Agreement). Please revise.
Line 37 – Please indicate the value of the proposed drawdown orifice diameters in the
Additional Information section (Line 55) since this cell rounds the input value to the nearest
whole inch.
Wet Pond #1, Line 42 – This wet pond appears to use berms/baffles (the berm between the
forebay and main pool) to improve the flow path from the inlet to the outlet.
Lines 43 & 44 – The depth of the forebay entrance/exit is measured from the permanent pool
surface elevation to the excavated bottom of the forebay at the entrance/exit of the forebay.
Please revise as needed.
Please provide the following:
- 1x electronic copy of the property deed (This item did not appear to be uploaded).
- 2x hard copies & 1x electronic copy of the revised plan sheets.
- 1x hard copy & 1x electronic copy of the revised calculations (if needed).
- 1x hard copy & 1x electronic copy of the revised pages of the Supplement-EZ Form.
- 1x hard copy & 1x electronic copy of any other items required to address these comments.

will be able to receive the submission. Do not leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the

Reviews under the standard permitting process generally take 75 calendar days, but can take up to 90 calendar days per
statute (our other reviewer, Corey Anen, no longer works for the State, so this review may exceed 75 days). Please
upload all documents that you mailed into our office through the link provided below. Be sure to choose the Central
Office as the Primary Contact office.
