Currently,the City of Archdale is located in both Randolph County and Guilford County. The current
area and population in Randolph County is 11,923 and 7.80 square miles; Guilford County is 355 and
1.00 square miles. [Total is 12,278 and 8.80 square miles]
SECTION A: PROGRAM IMPLEMENTATION
The City of Archdale currently maintains adequate funding and staffing of the individual components of
the ACE Integrated Stormwater Management Plan authorized by the City Council of Archdale during it's
regular session on December 18, 2007 upon the recommendations of the then newly established
Stormwater Advisory Board -which also acts as a specific conduit for citizen interaction, participation,
and involvement- and the current Stormwater Water Program Manager establishing initial authority
from the Clean Water Act of 1972. As part of the program, Mr. D.J. Seneres, PE, PWLF is currently
adapting modifications mandated by the State Representative, Mr. Isaiah L. Reed, PE, MS4CECI
upcoming changes related to a long time goal of spreadsheet column generated reporting in a
standardized template originating from a Local Government Information Model (LGIM) currently
unavailable due to technical issues. This stop-gap analysis involves discussing each of the permit
requirements establishing compliance has been met for the year. Each year additional concepts are
modified to enhance the already existing program. No modifications of the initial 30-year conceptual
ACE Integrated Stormwater Management Plan has occurred since the inception of the program but
modifications to presentation Current letters approved by the City Attorney for violations indicate that
the maximum fine may be up to$51,575. Of course,the biggest challenge continues to be the
integration of software and resolving incompatibility issues between sources.
SECTION B: PUBLIC EDUCATION AND OUTREACH
Through partnerships with the Piedmont Triad Water Quality Partnership, Stormwater Smart Program,
City of Archdale Creekside Park, and local schools, public education and outreach continue to be ever
present and typically addresses a minimum of four categories. Recognizing the most prolific pollutant in
the city is sediment transport,the sediment and erosion control program is an integral part of the
stormwater management. Information concerning the program is provided on the dedicated section of
the website but the most significant part of the dissemination of information comes from one on one
discussions with the citizens of Archdale. The Stormwater Program Manager spends considerable time
one on one describing introductions of pollutants into our water system as violations of the Clean Water
Act of 1972 and the consequences of knowingly violating the Environmental Protection Agency
guidance. Since inception, 1,237 permits have been issued with an estimated total of 598.82 acres
disturbed (an average of 0.48 acres per site).
SECTION C: PUBLIC INVOLVEMENT AND PARTICIPATION
The Stormwater Advisory Board which meets a minimum of four times a year with the ability to call
special meetings continues to address changes associated with the Environmental Protection Agency
guidance and the State of North Carolina guidance.The Bush Hill Hometown Jamboree and National
Night Out acted as our largest gathering each year to provide information. With a minimum reported
interaction of 1,500 people per event, we estimate that we annually reinforce the importance of the
ACE Integrated Stormwater Management Plan to approximate total of 95.70 percent of our population.
Flyers are available all year round in the main lobby of City Hall,the Stormwater Program Managers'
office, and other locations as the opportunity presents itself. The Stormwater Program Manager
maintains his personal cell phone as a Hotline for citizens in addition to the Customer Service number.
Because the City of Archdale is a relatively small municipality, all activities related to environmental
stewardship can always be associated with an overall improvement of the system. Over the years,
through education and outreach, citizens call in when they notice inconsistencies in conflict with the
ACE Integrated Stormwater Management Plan and the overall charge of the Clean Water Act of 1972.
SECTION D: ILLICIT DISCHARGE DETECTION AND ELIMINATION (IDDE)
Our best quantitative measure to date is no recorded repeat calls associated with the same act and our
most reported IDDE offense is concentrated flow from downspout gutters directed perpendicular to a
lot line. Since inception, we take advantage of dry weather during daily rounds to identify sources of
flow as well as reports from citizens.The City of Archdale continues to foster good communication
between upper management as related to the pollution prevention and environmental stewardship.
SECTION E: CONSTRUCTION SITE RUNOFF CONTROLS
With the rollout of the new website portal on June 28, 2020, contractor training continues and is being
utilized for Sections A—G. With 19 permits issued for the year(54 units), activity through the portal
totalled 494 in the categories of the Six Minimum Measures with 476 closed and an overall closure rate
of 9.2 days
SECTION F: POST-CONSTRUCTION SITE RUNOFF CONTROLS
As indicated earlier in the report, the delegation of the Sediment and Erosion Control is an integral part
of our ACE Integrated Stormwater Management Plan.The clear advantage we have is that sites are seen
a minimum of five days a week during daily rounds. A current map of the 32 Stormwater Control
Measures in the city shows an even distribution along the main corridor of U. S. 311 South—North and
South Main Street in Archdale, North Carolina. Based on this current assessment 224.48 acres or 4.03%
of the jurisdictional area are designated as SCM's.
SECTION G: POLLUTION PREVENTION AND GOOD HOUSEKEEPING FOR MUNICIPAL OPERATIONS
Public Works Department coordinate regularly with the Stormwater Program Manager. However,
typical sources of pollutants that exists for most municipalities do not exist for Archdale. We do not
have a Vehicle Fleet Maintenance Facility,Transfer Station, Waste Treatment Facility, or Water
Treatment Facility. These types of facilities are outsourced through contracts. We do however, educate
personnel on through Human Resources on Personal Protection Equipment and MSDS Uses of Chemicals
and storage on site when applicable.
SECTION H:TOTAL MAXIMUM DAILY LOADS (TMDLs)
No current TMDL exist currently. Currently, there are no waterways in the corporate city limits on the
impaired waters list. As indicated above,Third Party inspections is a strategy designed to to expand the
efficiency of the program

Templates continue to be modified for reporting as guidelines continue to change.in accordance with
Section A through Section I of our current permit. All raw data is contained on the servers of the City of
Archdale as maintained by the Information Technology Manager.

PART 1: INTRODUCTION
The purpose of this Stormwater Management Plan(SWMP) is to establish and define the means by which
the City of Archdale will comply with its National Pollutant Discharge Elimination System (NPDES)
Municipal Separate Storm Sewer System (MS4) Permit and the applicable provisions of the Clean Water
Act to meet the federal standard of reducing pollutants in stormwater runoff to the maximum extent
practicable.
This SWMP identifies the specific elements and minimum measures that the City of Archdale will develop,
implement, enforce, evaluate and report to the North Carolina Department of Environmental Quality
(NCDEQ) Division of Energy, Minerals and Land Resources (DEMLR) in order to comply with the
Municipal Separate Storm Sewer System Permit number NCS000434, as issued by North Carolina
Department of Environmental Quality. This permit covers activities associated with the discharge of
stormwater from the Municipal Separate Storm Sewer System as owned and operated by the City of
Archdale and located within the corporate limits of the City of Archdale.
In preparing this Stormwater Management Plan,the City of Archdale has evaluated its Municipal Separate
Storm Sewer System and the permit requirements to develop a comprehensive 5-year Stormwater
Management Plan that will meet the community's needs,address local water quality issues and provide the
minimum measures necessary to comply with the permit. The Stormwater Management Plan will be
evaluated and updated annually to ensure that the elements and minimum measures it contains continue to
adequately provide for permit compliance and the community's needs.
Once the Stormwater Management Plan is approved by North Carolina Department of Environmental
Quality, all provisions contained and referenced in this Stormwater Management Plan, along with any
approved modifications of the Stormwater Management Plan,are incorporated by reference into the permit
and become enforceable parts of the permit.

PART 3: MS4 INFORMATION
3.1 Permitted Municipal Separate Storm Sewer System Area
This Stormwater Management Plan applies throughout the corporate limits of the City of Archdale,
including all regulated activities associated with the discharge of stormwater from the Municipal Separate
Storm Sewer System. The map below shows the corporate limits of the City of Archdale as of the date of
this document.

3.2 Existing MS4 Mapping
The current Municipal Separate Storm Sewer System mapping includes a depiction 2 segments of
jurisdictional waterways existing within the current jurisdictional city limits. The segments are defined as
portions of Muddy Creek[WS-IV 17-(9)-01] and portions of Caraway Creek[Class C 13-2-3]. The existing
mapping depicts 5 catchments, 135 sub-catchments, and 518 sub-basins. Between the initial
implementation of the ACE Integrated Stormwater Management Program,the length of jurisdictional miles
increased from 5.89 to 6.31 miles with the Annexation of a future development area known as the former
Spillman Christmas Tree Farm circa, 2006. The length of jurisdictional waters within the corporate city
limits of Archdale has not changed since the implementation of existing Stormwater Management Plan on
January 2, 2008 and remains at 6.31 miles.

conveyance (e.g. a ditch) directly into surface waters. Major outfalls are required to be mapped to meet

3.3 Receiving Waters
The City of Archdale Municipal Separate Storm Sewer System is located within the Cape Fear River Basin
and the Yadkin Pee Dee River Basin and discharges directly into receiving waters as listed in Table 2 below.

3.4 MS4 Interconnection
The City of Archdale Municipal Separate Storm Sewer System is not interconnected with another regulated
Municipal Separate Storm Sewer System and directly discharges to the receiving waters as listed in Table
2 above.
3.5 Total Maximum Daily Loads (TMDLs)
The TMDL(s) listed in Table 3 below have been approved within the Municipal Separate Storm Sewer
System area,as determined by the map and list provided on the NCDEQ Modeling&Assessment Unit web

3.8 Non-Stormwater Discharges
The water quality impacts of non-stormwater discharges have been evaluated by the City of Archdale as
summarized in Table 6 below. The unpermitted non-stormwater flows listed as incidental do not
significantly impact water quality. The City of Archdale has evaluated residential and charity car washing
and street washing for possible significant water quality impacts.
Street washing discharges are addressed under the Pavement Management Program in Part 10 of this
Stormwater Management Plan. The Division has not required that other non-stormwater flows be
specifically controlled by the City of Archdale

Wash water associated with car washing that does not contain detergents or does not discharge directly into
the Municipal Separate Storm Sewer System is considered incidental. However, these types of non-
stornwater discharges that do contain detergents have been evaluated by the Municipal Separate Storm
Sewer System to determine whether they may significantly impact water quality. Based on the community
needs and observations,the City of Archdale has not observed residential and charity car washing and street
wash water usage which would justify moving from "incidental"to "possible."

3.9 Target Pollutants and Sources
In addition to those target pollutants identified above,the City of Archdale is not aware of other significant
water quality issues within the permitted City of Archdale area. The City of Archdale continues to monitor
non-point source items of trash, sediment transport(non-construction),and petroleum products on the roads
due to visitors traveling through Main Street to access I-85. Currently, construction in the city has been
limited to three restaurants and approximately 78 residential homes located in the Muddy Creek catchment
and the Caraway Creek catchment over the last 15 years.
Table 7 below summarizes the water quality pollutants identified throughout Part 3 of this Stormwater
Management Plan, the likely activities/sources/targeted audiences attributed to each pollutant, and
identifies the associated Stormwater Management Plan program(s)that address each. In addition,the City

4.2 Program Funding and Budget
In accordance with the issued permit,the City of Archdale shall maintain adequate funding and staffing to
implement and manage the provisions of the Stormwater Management Plan and comply with the
requirements of the National Pollutant Discharge Elimination System Municipal Separate Storm Sewer
System Permit. The budget includes the permit administering and compliance fee, which is billed by the
Division annually.
Since implementation, the Enterprise Fund is adequate for the community needs as reviewed annually by
the Stormwater Manager during budget which is approved annually by Council typically during the May
Council Meeting; Only on the rare occasion does the budget approval extend into June as during the 2020
cycle due to COVID-19
4.3 Shared Responsibility
The City of Archdale will share the responsibility to implement the following minimum control measures,
which are at least as stringent as the corresponding National Pollutant Discharge Elimination System

Sedimentation Pollution Control Act(SPCA)of 1973 and the NCG010000 permit for construction activities

runoff control measures to reduce pollutants in stormwater runoff from construction activities that result in
land disturbance of greater than or equal to one acre and any construction activity that is part of a larger

PART 9: POST-CONSTRUCTION SITE RUNOFF CONTROL PROGRAM
This Stormwater Management Plan identifies the minimum elements to develop, implement and enforce a
program to address stormwater runoff from new development and redevelopment projects that disturb
greater than or equal to one acre, including projects less than one acre that are part of a larger common
plan of development or sale,that are located within the City of Archdale and discharge into the Municipal
Separate Storm Sewer System. These elements are designed to minimize water quality impacts utilizing a
combination of structural Stormwater Control Measures(SCMs) and/or non-structural Best Management
Practices appropriate for the community, and ensure adequate long-term operation and maintenance of
Stormwater Control Measures.
In accordance with 15A NCAC 02H .0153 and .1017,the MS4name implements the following State post-
construction program requirements, which satisfy the NPDES Phase II MS4 post-construction site runoff
control requirements as Qualifying Alternative Programs(QAPs) in the MS4 area(s)where they are
implemented.

PART 10:POLLUTION PREVENTION AND GOOD HOUSEKEEPING PROGRAMS
This SWMP provides a comprehensive pollution prevention and good housekeeping strategy for the City
of Archdale municipal facilities and operations. Pollution prevention and good housekeeping is
accomplished through the implementation of seven required programs, which collectively address the
ultimate goal of preventing or reducing pollutant runoff from municipal operations such as parks and open
space maintenance,fleet and building maintenance,new construction and land disturbances,and municipal
storm sewer system maintenance.
Pollution prevention and good housekeeping for municipal operations includes the following programs:
1. Municipal Facilities Operation and Maintenance Program
2. Spill Response Program
3. Municipal Separate Storm Sewer System Operation and Maintenance Program
4. Municipal Stormwater Control Measures Operation and Maintenance Program
